CC Regular Session 5. 9. <br />Meeting Date: 04/14/2020 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution #20-072 Authorizing Joint Powers Agreement with Anoka County for Traffic Study for <br />Improvement Project #20-03, Bunker Lake Boulevard Reconstruction <br />Purpose/Background: <br />Purpose: <br />The purpose of this case it to adopt Resolution #20-072 authorizing Staff to work with Anoka County to develop a <br />Joint Powers Agreement to partner in a Traffic Study for Improvement Project #20-03, Bunker Lake Boulevard <br />Reconstruction. <br />Background: <br />The purpose of the traffic study is to determine the scope of the required improvements to Bunker Lake <br />Boulevard/CSAH 116 before beginning the final design process. The Ramsey Public Works Committee questioned <br />the need to expand Bunker Lake Boulevard, which can be determined by completing a traffic study. <br />Attached is a copy of the Joint Powers Agreement (JPA) that was entered into on April 12, 2005, by and between <br />the County of Anoka and the City of Ramsey, defining various public works improvements required to support <br />development of Ramsey Town Center (now The COR), along with the required processes and cost -shares <br />associated with the improvements. <br />Following Council approval, City Staff will work with Anoka County Staff to develop a Joint Powers Agreement to <br />define the respective costs and responsibilities of both parties pertaining to completion of a traffic study along the <br />corridor of Bunker Lake Boulevard/CSAH 116 between Armstrong Boulevard/CSAH 83 and Sunfish Lake <br />Boulevard/CSAH 57. The Joint Powers Agreement will then be presented to the City Council for approval at a <br />future meeting. <br />Notification: <br />Notifications are not required for this item. <br />Observations/Alternatives: <br />Alternative #1 — Motion to adopt Resolution #20-072 authorizing Staff to work with Anoka County to develop a <br />Joint Powers Agreement to partner in a Traffic Study for Improvement Project #20-03, Bunker Lake Boulevard <br />Reconstruction. <br />Funding Source: <br />No costs are associated with this request, other than the time it will take Staff to work with Anoka County to prepare <br />the Joint Powers Agreement. <br />Recommendation: <br />Staff recommends alternative # 1. <br />Action: <br />
