Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #20-072 RESOLUTION AUTHORIZING JOINT POWERS AGREEMENT WITH ANOKA COUNTY FOR TRAFFIC STUDY FOR IMPROVEMENT PROJECT #20-03, BUNKER LAKE BOULEVARD RECONSTRUCTION WHEREAS, a Joint Powers Agreement (JPA) was entered into on April 12, 2005, by and between the County of Anoka and the City of Ramsey defining various public works improvements required to support development of Ramsey Town Center (now The COR), along with the required processes and cost -shares associated with the improvements; and WHEREAS, the JPA specifies that the City of Ramsey is responsible for expanding Bunker Lake Boulevard/CSAH 116 between Armstrong Boulevard/CSAH 83 and Ramsey Boulevard/CSAH 56 to a four lane divided highway with turn lanes, and for constructing signal systems at Center Street and Sunwood Drive; and WHEREAS, Anoka County has requested that the City begin working to complete the expansion of Bunker Lake Boulevard/CSAH 116 before 2022 to assist with the movement of traffic during the construction of Highway 10 improvements through the cities of Coon Rapids (third lanes) and Anoka (the Anoka Solution); and WHEREAS, the City of Ramsey Public Works Committee considered Anoka County's request in November, 2019, and again in January and February of 2020, and requested further information as to the need to reconstruct Bunker Lake Boulevard/CSAH 116 as a four lane road; and WHEREAS, conducting a traffic study in advance of final design will assist with verifying the necessary scope of the improvements based on existing and proposed traffic volumes, turning movements, and existing and guided land uses, all of which have changed since the JPA was executed; and WHEREAS, Anoka County wishes to reconstruct Bunker Lake Boulevard/CSAH 116 between Ramsey Boulevard/CSAH 56 and Sunfish Lake Boulevard/CSAH 57, and requested to enter into a Joint Powers Agreement with the City of Ramsey to define the respective costs and responsibilities of both parties pertaining to completion of a traffic study along the corridor of Bunker Lake Boulevard/CSAH 116 between Armstrong Boulevard/CSAH 83 and Sunfish Lake Boulevard/CSAH 57; and WHEREAS, the City of Ramsey and Anoka County desire to work cooperatively to study traffic on Bunker Lake Boulevard/CSAH 116 between Armstrong Boulevard/CSAH 83 and Sunfish Lake Boulevard/CSAH 57 to determine the required scope of improvements before starting the final design process.
