CC Regular Session 7. 1. <br />Meeting Date: 04/14/2020 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title: <br />Adopt Resolution 20-076 Extending the Declaration of Emergency for the City Of Ramsey, MN Coronavirus <br />Disease 2019 (Covid-19) <br />Purpose/Background: <br />The purpose of this meeting is to consider extending the Declaration of Local Emergency in the City of Ramsey. <br />The City Council, per Minnesota Statute 12.29, Subd. 1., signed a Declaration of Local Emergency in the City of <br />Ramsey on Tuesday, March 19 2020, which is set to expire after April 14, 2020. The City Council must take action <br />to continue the Declaration in order for the Local State of Emergency to continue. <br />Attachments: <br />Minnesota Statutes 12.29, 13D.04, 412.19, 13D.021 <br />April 14, 2020 Resolution <br />March 19, 2020 Resolution 20-062 <br />Notification: <br />N/A <br />Observations/Alternatives: <br />The length of the Declaration of Local Emergency extension is at the discretion of the Council. Some cities have <br />adopted indefinite terms for the state of emergency, set to expire when the State declaration expires. Staff is <br />recommending a 60-day extension and review by the Council on June 9 at the latest, earlier if warranted. <br />Funding Source: <br />N/A <br />Recommendation: <br />To extend the Declaration of Local Emergency in the City of Ramsey through June 13, 2020; an additional 60 days. <br />Action: <br />Motion to adopt resolution 20-076 Extending the Declaration of Emergency for the City Of Ramsey, MN <br />Coronavirus Disease 2019 (Covid-19) as follows: <br />1) Under the authority given by Minnesota Statutes, Section 12.29, declares that the local emergency previously <br />ratified on March 19, 2020 within the City of Ramsey, effective until April 14, 2020, be extended and effective <br />through Saturday, June 13 2020, unless further extended by or with the consent of the City Council pursuant to <br />Minnesota Statutes, Section 12.29, Subd. 1. <br />2) Directs the City Manager and Emergency Management Director to continue to coordinate such actions and <br />request such local, state and /or federal assistance as needed to protect the lives and public and private property in <br />the City of Ramsey and the recovery of the City from impacts of this situation to the extent practicable and allowed <br />by law, ordinance and resolution. <br />
