and only the top 3 feet of subsoil was considered when calculating the average R-value. MSA <br />projects require the use of MnPAVE, a pavement design software, which uses the R-value to <br />determine the required section necessary to meet the MSA design standards. <br />3.3 Utilities <br />3.3. a Watermain <br />Sixteen -inch trunk watermain exists under Variolite Street between 157th Avenue and 159th <br />Avenue, the south access to the Woodlands neighborhood. Eight -inch watermain crosses at 161st <br />Avenue for future extension to the west. Sixteen -inch trunk watermain exists along Variolite Street <br />in the east ditch between 163rd Avenue, the north access to the Sweet Bay Ridge neighborhood, <br />and 166t1i Avenue where the line turns east and connects to the Brookfield neighborhood. <br />3.3. b Sanitary Sewer <br />Sanitary sewer crossings exist at 159th Avenue and 161st Avenue, for potential future expansion to <br />the west of Variolite Street. A 24-inch sanitary sewer trunk gravity line crosses Variolite Street at <br />163rd Lane and runs southeast through the Sweet Bay Ridge neighborhood. From 163rd Lane, a 10- <br />inch force main sanitary sewer line runs in the west ditch of Variolite Street to 166t1i Avenue. This <br />force main conveys effluent from a lift station in the Brookfield neighborhood. <br />3.3. c Storm Sewer/Drainage <br />Stormwater runoff is conveyed within ditches along both sides of Variolite Street. Crossing <br />culverts exist at the low points, taking water from the west side of the road to the east side, and <br />eventually into storm ponds or wetlands. A 72-inch concrete culvert conveys water under Variolite <br />Street from west to east at Trott Brook. Ten of the fourteen side streets have culverts within the <br />Variolite Street right of way. These culverts are corrugated metal pipes varying in size between <br />15-inch and 18-inch. One set of concrete pipes and low profile catch basins exist at 163rd Avenue. <br />3.3. d Private Utilities <br />Staff has performed a Gopher One State Call to obtain as -built utility information for all private <br />utility companies having service within the Variolite Street right of way. Additionally the <br />Hakanson Anderson topographic survey included a design utility locate, and the locate markings <br />were surveyed in the field and will be shown in the plans. Staff has not yet met with the telephone, <br />gas, power and cable utilities regarding the project, but from as-builts it has been confirmed all are <br />within the project area. During preparation of plans and specifications, Staff will meet with the <br />private utility companies to discuss the proposed improvements as noted in the project schedule <br />within this report. The alignment and footprint of the street will be considered to minimize impacts <br />to private utilities. No impacts to power poles or street lights are anticipated with this project. <br />Should any utility company indicate they wish to upgrade, replace and/or otherwise modify their <br />services during this project, any such upgrades, replacements and/or modifications will be at the <br />sole discretion and cost of the utility company. <br />Feasibility Report <br />Variolite Street Reconstruction <br />City of Ramsey Project No. 20-01 <br />5 <br />
