MSP09109.000 <br />ENGINEERED FILL & WINTER CONSTRUCTION <br />The silt and clay -laden soils encountered at the project locations will be susceptible to freezing if not <br />provided adequate drainage, insulation, or coverage. Frozen soil should not be used as backfill. When <br />the ambient air temperature falls below freezing for an extended period of time, frost forms, and soil <br />near the surface grade expands. Settlement of the fill may occur as the frozen soils thaw. <br />If frost penetrates the soil prior to paving, soils must be thawed, scarified, and re -compacted as <br />recommended in this report. Subgrade soils should be inspected prior to paving to verify frozen <br />conditions are not present. <br />CLOSURE <br />As the widely spaced, small diameter borings provide only a limited amount of data regarding the <br />existing fill, the existing fill may contain soft zones, debris or significantly greater amounts of unsuitable <br />materials than could be reasonably inferred from the boring information. Unsuitable materials may not <br />be discovered during construction and may remain buried within the fill below the pavement, resulting <br />in greater than anticipated settlements of the pavement. These risks cannot be eliminated without <br />completely removing the fill, but can be reduced by thorough exploration and testing during site <br />preparation and construction. <br />Our conclusions and recommendations are predicated on observation and testing of the earthwork <br />directed by Geotechnical Engineer of Record. Our opinions are based on data assumed representative <br />of the project area. However, the area coverage of borings in relation to the entire project is very small. <br />For this and other reasons, we do not warrant conditions below the depth of our borings, or that the <br />strata logged from our borings are necessarily typical of the site. Deviations from our recommendations <br />by plans, written specifications, or field applications shall relieve us of responsibility unless our written <br />concurrence with such deviations has been established. <br />The scope of services for this project does not include either specifically or by implication any <br />environmental or biological assessment of the site or identification or prevention of pollutants, <br />hazardous materials or conditions. If the owner is concerned about the potential for such <br />contamination or pollution, other studies should be undertaken. <br />This report has been prepared for the exclusive use of the City of Ramsey and their agents for specific <br />application to the proposed 20-01 Variolite Street Reconstruction project in Ramsey, Minnesota. <br />Northern Technologies, LLC has endeavored to comply with generally accepted geotechnical engineering <br />practice common to the local area.
