Councilmember <br />adoption: <br />introduced the following resolution and moved for its <br />RESOLUTION #20-077 <br />RESOLUTION AUTHORIZING ASSISTANCE FOR BUSINESSES IMPACTED <br />BY COVID-19 <br />WHEREAS, Governor Walz has issued multiple Executive Orders that partially or <br />fully restrict the ability for some City of Ramsey business to operate; and <br />WHEREAS, On March 17, 2020, Executive Order 20-04, essentially created <br />Enhanced Social Distancing and closed restaurants, bars and taverns to dine in services, <br />and other retail/sports businesses, resulting the temporary closure for many Ramsey <br />businesses. Sectors identified in 20-04 have been impacted the longest and will continue <br />to be impacted until May 4, 2020; and <br />WHEREAS, On April 8, 2020, Executive Order 20-33 further clarified <br />essential/non essential businesses and allowed some businesses previously restricted from <br />operating to go back to work (i.e. landscaping, ag repair support, etc.) but many still remain <br />under restrictions; and <br />WHEREAS, the Ramsey EDA had a special meeting on April 7, 2020 to discuss <br />the impacts to Ramsey Businesses and recommendations were developed to help assist the <br />hardest hit sectors of the business community. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the City of Ramsey authorize: <br />a. Waiver of 2020 On Sale Liquor License Renewal Fee (City Fees Only) <br />b. Waive Advertising Fees for Ramsey Resident for Ramsey Businesses <br />c. Waive Late Fees for Lease Payments on City owned properties <br />2) The City of Ramsey direct Staff/EDA to explore the following and to bring back <br />for consideration at a later date: <br />a. Short Term <br />i. Marketing Assistance Program <br />ii. Deferral Lease Payments on City owned properties for 60-120 <br />days <br />iii. Gift Card Purchase Program <br />b. Long Term <br />i. Low to No Interest Loan Program <br />
