• <br />Council member Hendriksen introduced the following resolution and moved for its adoption: <br />RESOLUTION #00 -03 -059 <br />RESOLUTION AUTHORIZING ACQUISITION OF PROPERTY FOR INDUSTRIAL PARK <br />DEVELOPMENT PURPOSES <br />WHEREAS, the City of Ramsey (the "City ") has previously developed land within the City <br />for industrial development purposes known as industrial parks; and <br />WHEREAS, the City has previously adopted Resolution 99 -02 -045 which Resolution <br />authorized the acquisition by direct negotiation or eminent domain of an approximate 150 acre tract of <br />land within the City known as the BMA Site; and <br />WHEREAS, the direct negotiation and purchase of the BMA Site has to date not been <br />successful; and <br />WHEREAS, certain proposed uses of the BMA Site originally identified in Resolution 99 -02- <br />045 are not currently available to the City, therefore requiring amendments to said Resolution 99 -02- <br />045 and which amendments are the purpose of this resolution; and <br />WHEREAS, the City desires to acquire additional land for industrial park purposes; and <br />• WHEREAS, industrial park development encourages economic development by creating jobs <br />in the City and increases property values; and <br />WHEREAS, the City's current industrial parks are nearly fully developed with few remaining <br />sites available for development; and <br />WHEREAS, the City has an interest in developing industrial parks in order to attract industrial <br />development by offering managed site control; and <br />WHEREAS, site control allows the City to focus on quality development and manage growth <br />development both of which are in the public interest and contribute to attracting industrial development <br />to the City; and <br />WHEREAS, industrial park development allows for diversification of property tax dollars <br />which reduces the property tax demand on residential properties; and <br />WHEREAS, it is more difficult for the private sector to develop an industrial park than it is the <br />public sector because of the large holding costs related to this type of development; and <br />WHEREAS, the City continues to receive numerous inquiries about the availability of quality <br />industrial sites within the City; and <br />RESOLUTION # 00-03 - <br />Page 1 of 5 <br />
