• Councilmember Hendriksen introduced the following resolution and moved for its adoption: <br />• <br />• <br />RESOLUTION FOR THE ACCOUNTING AND DISBURSEMENT OF PARK <br />DEDICATION PROCEEDS <br />WHEREAS, The City recognizes that parks and open space are essential to the health, <br />welfare and quality of life of its residents; and <br />and <br />RESOLUTION #00 -02 -052 <br />WHEREAS, these areas must be planned for, maintained and in some cases developed; <br />WHEREAS, in the platting of land for subdivisions wherein land does not satisfy the <br />park dedication requirements of City Code, cash is received in lieu of land; and <br />WHEREAS, these proceeds must be accounted for and disbursed in an equitable <br />manner; and <br />WHEREAS, in 1992, a system was devised which created "Recreation Districts" which <br />constitute 17 large neighborhoods for the purpose of long range recreation and open space <br />planning; and <br />WHEREAS, in addition to providing parks and natural areas within these Recreation <br />Districts, the City must also provide community parks that provide opportunities Citywide. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That 50% of park dedication contributions will be retained within the District generating <br />the cash — for improvements within or bordering that District. <br />2) That 50% of park dedication cash contributions will be retained in a "City -wide District" <br />for capital improvements in any or all districts and for any park and trail projects. <br />3) That interest earnings on the Citywide District will be retained in that District. <br />4) That interest earnings over the aggregate of the 17 neighborhood Recreation Districts <br />would also be applied to the Citywide District unless specified otherwise by year -end. <br />
