Police:
These times are challenging and we know a lot of folks are nervous and uncertain.


Our Police Department wants everyone to know we are providing the same level of service
(sometimes via alternative means) as before this pandemic. Our police lobby is closed but
we continue to receive requests for service through 911 dispatch, phone, mail, email, and
document drop box outside City Hall. If you need us, we will be there and will get through
this together. Our department is grateful for the support we receive from the community.
Public Works:
The department is doing regular street repair and maintenance and will


respond to any weather related emergencies (storm damage, trees in road, snow removal),
road and utility repairs and replace critical traffic signs. Street sweeping and hydrant
flushing is being done. Mowing season starts in early May, so we will begin preparing for
that next week. With the weather starting to warm up, the department will begin installing
irrigation meters in the parks as well.

Impacted events:

All Parks and Recreation events including Yoga, and the Starwatch Party have been
o
cancelled through April 30.

May 2 - The Spring Recycling Event has been canceled.
o

May 17 – The Pet Clinic has been canceled.
o

The City Council is conducting all meeting via remote electronic means per
o
MS13D.021.

Colleen Lasher Earns Minnesota Certified Municipal Clerk (MCMC)Certification
–
Congratulations, Colleen Lasher, for completing the League of Minnesota Cities Minnesota
Certified Municipal Clerk Certification. This extensive education program solidifies pertinent
experience in a municipality. This certification was granted by the Minnesota Clerks and Finance
Officers Association (MCFOA).

Riverstone South Update.
The Developer, Capstone Homes, has begun a Tree Survey for the
project generally known as Riverstone South. The Council has reviewed this project on a couple
occasions, including a Joint Work Session with the Planning Commission and review of a
Preliminary Cost Share Agreement for Riverdale Drive. The activity on site has generated some
questions from residents, especially along Bowers Drive. The following talking points may be
helpful if City Council receives phone calls. Staff will also potentially add a case to the 4/28 City
Council Meeting to update on process and schedule. There is no Application yet, but we want to
make sure we are transparent and provide as much information as practical for the Residents.


No proposal has been submitted. The City is working with the Developer to collaborate on
the design, rather than simply reacting to a proposal.

The City is spending time discussing how to maximize tree preservation on the site.
o


The City is scheduling a webinar for May 14. This is an educational webinar that is another
tool for Residents to prepare for a potential upcoming review process. Given the Stay at
Home Order, the City has had to get creative in its approach to Public Comment. This does
not replace official Public Comment Periods or Public Hearings. It is here in case we are
obligated to review during an extended Emergency Declaration.


The proposal is for detached single-family, but may include a request for smaller lots
similar to Riverstone on the north side of Highway 10.
