CASE # <br /> <br />CONSIDER ESTABLISHMENT OF WARD SYSTEM <br /> <br />By: William K. Goodrich, City Attorney <br /> <br />Background: <br /> <br />At the Chatter Commission meeting on June 7, 2001, the Commission further considered <br />establishing a ward system for election of Council members. The discussion centered on a ward <br />system not requiring the council majority to be elected every two years. This provision is the text <br />printed on blue paper and dated May 24, 2001. The City Attorney suggested amending line 3 by <br />insertion of the phrase "... elected from a ward..." and deleting "... for which elected..." The <br />Commission voted to delete line 10. The City Attorney suggested that line 10 read simply: "The <br />Wards shall be designated as Ward Numbers 1, 2, 3 and 4." Enclosed is a redline draft showing the <br />above referenced amendments to lines 1-10 to date. <br /> <br />This evening, the Commission will need to continue its discussion, primarily by focusing on either <br />the system established by lines 11-20 or the Altemate established by lines 26-33 of the blue sheet. <br />Please refer to the June 7, 2001 minutes to refresh yourselves on the issues and discussion on this <br />subject. <br /> <br />Enclosure: <br /> <br />"Redline" copy of the 5/24/01 "Blue Sheet" <br /> <br />Commission Action <br /> <br />Motion to recommend that the City Charter be amended as follows: <br /> <br />That Chapter 4 of the City Charter be amended so as to provide for a primary election <br />system and that the text .for said amendment be the attached text approved at the Charter <br />Commission meeting on July 19, 2001. <br />That Chapter 2 of the City Charter be amended so as to provide for a ward system and that <br />the text for said amendment be the attached text approved at the Charter Commission <br />meeting on July 19, 2001. <br /> <br />Further, the City Clerk is directed to forward the above referenced proposed Charter text <br />amendments to the City Council, which, pursuant to State Statute, shall cause the amendments to be <br />submitted at a special election. <br /> <br />Reviewed By: <br />City Attorney <br />City Administrator <br />City Clerk <br /> <br />Charter: 07/19/01 <br /> <br /> <br />
