CASE <br /> <br />UPDATE ON TH 47 SAFETY IMPROVEMENT PROJECT <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />Attached to this case is a memorandum from MnDOT relative to the TH 47 construction <br />project which is scheduled to take place this summer. I am attaching excerpts from the <br />Project Memorandum and the construction plans (which are about 30% complete at this <br />point) for those portions of the project which are located within the CitY. <br /> <br />This project has been discussed previously by the Public Works Committee at the <br />January and February meetings. The elements of the project which are included in the <br />draft plans that are consistent with the recommendations of the City Council are as <br />follows: <br /> · Construction ofa Y4ths access median at TH 47 and 142nd Avenue (The current <br /> plans are not sufficiently detailed to show whether the existing cross walk is <br /> being removed, as requested by the Council) <br /> · Construction of a free right turn lane for eastbound CSAH 5 to southbound TH <br /> 47 <br /> · Construction of a north bypass lane at 157th Avenue <br /> · The removal of the "hump" south of 160th Avenue <br /> <br />Thc City Council also requested two additional elements which are not currently included <br />within the scope of this project. The City requested that a pedestrian signal be installed in <br />the vicinity of 142nd Avenue and that turn lanes be installed at 180th Lane. MnDOT has <br />advised that they would not be able to get the turn-lanes in at 180th Lane with this project <br />due to utility, bridge (Ford Brook crosses TH 47 450 feet north of 180t~ Lane), and timing <br />problems. These can either go in later through a permit by the City or MnDOT could <br />install them a portion of another project in the next 3 to 4 years. <br /> <br />The attached memo advises of the need for a couple of detours associated with this <br />project. The first detour would come early in the project when traffic would be rerouted <br />between CR 116 and TH 10 while the segment through Anoka was being overlayed. <br />Another detour would be required for a short duration when the "hump" is being removed <br />south of 167th Avenue.
