<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-072 <br /> <br />RESOLUTION AUTHORIZING JOINT POWERS AGREEMENT WITH ANOKA <br />COUNTY FOR TRAFFIC STUDY FOR IMPROVEMENT PROJECT #20-03, BUNKER <br />LAKE BOULEVARD RECONSTRUCTION <br /> <br />WHEREAS, <br />a Joint Powers Agreement (JPA) was entered into on April 12, 2005, by and <br />between the County of Anoka and the City of Ramsey defining various public works <br />improvements required to support development of Ramsey Town Center (now The COR), along <br />with the required processes and cost-shares associated with the improvements; and <br /> <br />WHEREAS, <br />the JPA specifies that the City of Ramsey is responsible for expanding <br />Bunker Lake Boulevard/CSAH 116 between Armstrong Boulevard/CSAH 83 and Ramsey <br />Boulevard/CSAH 56 to a four lane divided highway with turn lanes, and for constructing signal <br />systems at Center Street and Sunwood Drive; and <br /> <br />WHEREAS, <br />Anoka County has requested that the City begin working to complete the <br />expansion of Bunker Lake Boulevard/CSAH 116 before 2022 to assist with the movement of <br />traffic during the construction of Highway 10 improvements through the cities of Coon Rapids <br />(third lanes) and Anoka (the Anoka Solution); and <br /> <br />WHEREAS, <br />the City of Ramsey Public Works Committee considered Anoka County’s <br />request in November, 2019, and again in January and February of 2020, and requested further <br />information as to the need to reconstruct Bunker Lake Boulevard/CSAH 116 as a four lane road; <br />and <br /> <br />WHEREAS, <br />conducting a traffic study in advance of final design will assist with verifying <br />the necessary scope of the improvements based on existing and proposed traffic volumes, turning <br />movements, and existing and guided land uses, all of which have changed since the JPA was <br />executed; and <br /> <br />WHEREAS, <br />Anoka County wishes to reconstruct Bunker Lake Boulevard/CSAH 116 <br />between Ramsey Boulevard/CSAH 56 and Sunfish Lake Boulevard/CSAH 57, and requested to <br />enter into a Joint Powers Agreement with the City of Ramsey to define the respective costs and <br />responsibilities of both parties pertaining to completion of a traffic study along the corridor of <br />Bunker Lake Boulevard/CSAH 116 between Armstrong Boulevard/CSAH 83 and Sunfish Lake <br />Boulevard/CSAH 57; and <br /> <br />WHEREAS, <br />the City of Ramsey and Anoka County desire to work cooperatively to study <br />traffic on Bunker Lake Boulevard/CSAH 116 between Armstrong Boulevard/CSAH 83 and <br />Sunfish Lake Boulevard/CSAH 57 to determine the required scope of improvements before <br />starting the final design process. <br />Resolution #20-072 <br />Page 2 of 2 <br /> <br />
