MSA rules state that all improvements made to MSA streets <br />have an estimated life of 20 years. Therefore, if the City of <br />Ramsey were to elect to remove Dysprosium from their system, they <br />would have to pay the state for the remaining life of the street. <br />i have estimated this pay back to be approximately $230,000 of the <br />original $280,000 spent on the street. <br /> <br />Another problem this would create would be the non-continuation of <br />Thurston Avenue in Anoka as a MSA route. MSA rules require that <br />all state aid routes both start and stop at a state highway or <br />state aid street.
