<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-076 <br /> <br />RESOLUTION EXTENDING THE DECLARATION OF EMERGENCY FOR THE CITY <br />OF RAMSEY, MINNESOTA, CORONAVIRUS DISEASE 2019 (COVID-19) <br /> <br /> WHEREAS, <br />the virus named“SARS-CoV-2,” is a new strain of coronavirus that has not <br />previously been identified in humans and can easily spread from person to person and which causes <br />a disease named “Coronavirus Disease 2019,” commonly known as “COVID-19,” which is a <br />respiratory disease that can result in serious injury or death; and <br /> <br /> WHEREAS, <br />as a result of the COVID-19 pandemic outbreak in the state of Minnesota, <br />Anoka County and in the City of Ramsey; the residents, businesses, and government have suffered <br />and continue to experience significant impacts as a direct result of the pandemic outbreak and the <br />actions required to respond to and mitigate these impacts; and, <br /> <br /> WHEREAS, <br /> subject matter experts have determined that significant additional protective <br />measures must be undertaken to reduce the impact of COVID-19 and such activity is and will <br />continue to require activity beyond the current and usual resources of the City of Ramsey, requiring <br />state and federal assistance; and, <br /> <br /> WHEREAS, <br /> on March 13, 2020, President Donald Trump declared that the COVID-19 <br />outbreak in the United States constitutes a National Emergency; and <br /> <br /> WHEREAS, <br /> on March 13, 2020, Governor Tim Walz declared a Peacetime State of <br />Emergency to authorize all necessary resources to be used in support of the COVID-19 response; <br />and <br /> <br /> WHEREAS, <br /> the Mayor of Ramsey signed a Declaration of Local Emergency in the City <br />of Ramsey on March 17, 2020, valid for 72 hours requiring ratification and consent to extension <br />by the city council in an emergency meeting; and, <br /> <br /> WHEREAS, <br /> on March 19, 2020, the Ramsey City Council ratified and consented to the <br />extension of the Local State of Emergency declared by Mayor LeTourneau and, <br /> <br /> WHEREAS, <br /> on March 25, 2020, Governor Tim Walz issued an Executive Order 20-20 <br />directing Minnesotans to stay at home beginning Friday, March 27, 2020, at 11:59 pm through <br />Friday, April 10, 2020, at 5:00 pm, and on Wednesday, April 8 extended Executive Order 20-20 <br />through May 3, 2020 at 11:59 pm; and, <br /> <br /> WHEREAS <br />, the Ramsey City Council anticipates both the national emergency and the <br />state-declared Peacetime Emergency will extend beyond the expiration of the current 30-day <br />period of the Local State of Emergency; and, <br /> <br /> <br /> <br />
