104 <br />2030 Housing Plan Accomplishments <br />The last plan was adopted in 2010. While a number of factors changed since the Last plan was <br />adopted, the City can celebrate a number of successes as it relates to our housing plan vision. <br />Subsequent chapters of the 2040 Comprehensive Plan will celebrate their own <br />• Exceeded the 2030 goal of renters within the City of Ramsey <br />• Provided an increased variety of housing options including difference lot sizes maintenance <br />levels and affordability <br />• Increased the overall number of available housing units <br />• Developed strong, positive relationships with developers <br />• Increased customer service and efficiency in the development process <br />• Established a right -sized Rental License Program <br />Housing Definitions <br />Affordable Housing: <br />In general, housing for which occupants are paying no more than 30 percent of their income for <br />gross housing costs, including utilities. This type of housing can be an apartment, single family <br />home, townhome, duplex, etc. This type of housing does not need to be subsidized by the <br />government, but instead is only based on monthly housing costs as related to the area median <br />income. <br />Naturally Occurring Affordable Housing (NOAH): <br />Residential properties that are affordable, but are unsubsidized by any federal program. The <br />housing costs associated with these properties are relatively low compared to the regional housing <br />market. <br />Multifamily Housing: <br />Also known as multi -unit dwellings, multifamily building contain multiple housing units within one <br />building or complex, such as an apartment building, quad-plex, or duplex. <br />Publicly Subsidized Housing: <br />Government -sponsored assistance program aimed towards alleviating housing costs and expenses. <br />Often referred to as "affordable housing." <br />Single Family Housing: <br />A stand-alone housing unit, such a detached home, detached townhouse, ui .L.2,1,.6 townhouse. <br />Existing Housing Supply <br />The following tables and figures represent the current context of the City of Ramsey. The data for <br />the following tables, graphics, and narratl _: _ Jed by the Metropolitan Council or the <br />American Community Survey 2016 5-Year Estimates. The City of Ramsey had approximately 8,776 <br />units in 2016, as estimated by the American Community Survey 2016 5-Year Estimates.
