56 <br />Funding is a key constraint that is acknowledged in the TPP. Current transportation revenue will <br />not meet the region's transportation needs through 2040. As a result, the TPP includes two long- <br />term investment scenarios: a fiscally -constrained scenario that identifies projects anticipated to be <br />funded based on current revenue projections, and an increased revenue scenario that identifies <br />r� aJ :,�A► rarities should additional transportation funding become available. <br />Under the current revenue scenario, the TPP is focused on operations and maintenance of the <br />existing transportation system. Investments in I1 ;!. , bility and dLLe.s a. e limited to those <br />projects that address multiple TPP goals and objectives. The increased revenue scenario would <br />allow additional investments in operations and maintenance, as well as regional mobility, access, <br />safety, and bicycle/pedestrian improvements. However, congestion cannot be greatly reduced <br />under even the increased reve..,.e s ..u.. . Under both scenarios, proposed L. <br />focused on areas of the metro with the greatest existing and future challenges and anticipated <br />growth. <br />The Metropolitan Council classifies Ramsey under the Emerging Suburban Edge Community <br />Designation. Based on Thrive MSP 2040, Emerging Suburban Edge areas are expected to plan for <br />forecasted population and household growth at average densities of at least three to five units per <br />acre for new development and redevelopment.
