REQUEST TO COUNCIL TO RECONSIDER INFORMATION
AND BID FROM GOVDOCS.COM

Kim Moore-Sykes, Assistant City Administrator

Background: In January, Zach Stabenow of GovDocs. Com made a presentation to the
City Council regarding the services that his company offers for Intemet-based document
access and delivery. Staff became interested in these services as it provides easier and
faster access to City documents for the residents of Ramsey.

The Council directed Staff to investigate the possibility of the City supporting a similar
type of accessibility on the City's Web site. In discussing this idea with our Netmark
consultant, he reported that the City's server would need much more capacity in order to
support a program similar to that of GovDocs.com. In addition, we would need to
increase staffing levels to maintain the system and to continuously update the
information. This would be a more expensive proposition to the City if we were to do
this project in-house. But if at some point in the future, the City was able to support this
program in-house, the City would have the ability to end the contractual relationship with
GovDocs.com with a 30-day written notice.

Attached is the original proposal from GovDocs.com and the case that Staff developed
for presentation at the January 23, 2001 Council meeting. Staff has been advised that the
figures presented in the original proposal are still good and the City would be able to sign
on at a time that is convenient to the City.

Committee Action: Recommend that the City Council consider and approve the bid as
presented by GovDocs.com.

Council Action: Approve Committee recommendation.

Reviewed by:
City Administrator

Copies also Distributed to:
Finance Officer

Attachments:
1.
