Solstice Park Irrigation and Landscape $45,000

The majority of this $45,000 project, financed by the Landfill Trust Fund's interest earnings,
would be for needed irrigation and landscape improvements to this 1.8-acre park.

In addition to the needed landscaping, a horseshoe pit and "washer pit" would be constructed as
well as a volleyball court and entry signage. It should be noted that the property to the east has
been proposed for townhomes, including the dedication of additional park acreage for a ball
field. Should this ultimately occur, that field space could be irrigated following this project. The
park dedication monies (over the land dedication) may pay for improvements to the expansion
area.

This project was scheduled for 2000, but was delayed in anticipation of the above-proposed
development. Last summer sod was installed as part of restoration for the sewer and water
extension to the Lord of Life church. A considerable amount of time is currently being expended
in keeping the turf alive until irrigation is added to this very sandy site. A 6-inch valve and stub
was installed at the time of sodding, also in anticipation of the proposed irrigation project.

Action Required:

1) City staff designs a plan and an irrigation system with the assistance
of an intern.
2) Staff hires, individually, the various trades to work with staff in the
construction of the project.
3) Landscape materials and plants are purchased after quotations.
4) An entrance sign is designed and constructed.

Pit Latrine $3,000

This Park Improvement if approved would be funded from the Park Trust Fund annually for a
different location each year. The project proposed is intended to begin to replace the small
plastic portable toilets in our actively used parks with a unit more desirable to use and handicap
accessible. (Currently the City expends about $1200 per month on rental and maintenance).
These units would also be serviced regularly but the rent and insurance cost would be avoided.

Action Required:

Authorize staffto proceed with project.

Central Park Entrance

This project is somewhat unique in that most projects included in the Parks 5 year C.I.P. are
proposed by the public or Commission and move up through the years of the plan based upon
priority. During the 5 year C.I.P. presentation of the plan to the Finance Committee last year, the
Committee asked that an entrance plan for Central Park be developed.
