FC CASE

APPROVE MANAGEMENT TRAINING FOR CITY OF RAMSEY
SUPERVISORY PERSONNEL
Kim Moore-Sykes, Assistant City Administrator
Rhonda Heryla, Human Resources Manager

Background:

In the last couple of years the City of Ramsey has promoted or hired multiple people into
supervisory or leadership roles. Although these personnel changes were necessary to
keep up with a growing staff and organizational changes, training and guidance for
supervisors and department heads were not always provided. At this time, staff is
requesting supervisory training for the management team to help them brush up on their
management skills and become more effective leaders for the City organization.

Observations:

Staff is considering a training opportunity for the City's management team for several
reasons:

Dealing With Change
The City of Ramsey is undergoing a lot of change, and the effects are seen in City
Hall with increased workloads and the support of new technology and new
employees. Dealing with change is difficult for managers because it requires a new
approach to even routine responsibilities and motivating staff people to take part in it.

Forum For Discussion of Supervisory_ Issues
The management team is no different from that of other organizations in that it needs
to constantly improve on its supervisory and people skills. Some sort of annual
training provides an opportunity to focus on and talk about alternative ways of
dealing with supervisory issues while enlisting the support of more seasoned
managers in confronting problems that may arise.

Team Building
Having all of the management team present in one room for the purpose of improving
their management skills is a great opportunity to build some cohesiveness in the staff
and open lines of communication between departments.

Better Service To Employees
Better trained supervisors will be better able to handle employee problems and help
find workable solutions or at least know what resources and tools are available to help
them. If supervisors and staff have good working relationships, the productivity of
the departments, satisfaction with one's job and service to the public all benefit.
