RESOLUTION NO 05-04- CITY OF RAMSEY, MINNESOTA RESOLUTION TO COMMIT LOCAL MATCH IDENTIFIED IN DEPARMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT CONTAMINATION CLEANUP GRANT APPLICATION (Page 1 of 2) BE IT RESOLVED that the City of Ramsey act as the legal sponsor for the Former St. Paul Terminals project included in the Contamination Cleanup Grant Program to be submitted on May 1, 2005 and that the Mayor is hereby authorized to apply to the l)cpartment of Employment and Economic Development for funding of this project on behalt' of the City of Ramsey. BE IT FURTHER RESOLVED that the City of Ramsey has the legal authority to apply f'or financial assistance, and the institutional, managerial, and financial capability to ensurc adequate project administration. lie IT FURTHER RESOLVED that the sources and amounts of the local match idcnti fled in the application are committed to the project identified. liE IT FURTHER RESOLVED that the City of Ramsey has not violated any Federal, State or Local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of intcrcst or other unlawful or corrupt practice. BE IT FURTHER RESOLVED that upon approval of its application by the State, The City o~' Ramsey may enter into an agreement with the State of Minnesota for the above- rcl'crcnced project, and that the City of Ramsey certifies that it will comply with all applicable laws and regulation as stated in all contract agreements. NOW, THEREFORE BE IT RESOLVED that the Mayor is hereby authorized to cxccutc such agreements as are necessary to implement the project on behalf of the applicant. Please note that Statutory Cities must authorize both the Mayor and Clerk to execute all contracts;
