CASE # <br /> <br />ADOPTION OF INTERIM POLICY FOR PROPOSED LAND USE CHANGES <br />By: Patrick Trndgcon, AICP, Community Development Director <br /> <br />Back,round: <br /> <br />I:or thc past month, the City Council and Staff have been working on crafting an interim policy <br />regarding the consideration of Comprehensive Plan Amendments until such time the <br />Comprehensive Plan Update is completed. At the March 22nd and March 29th work session, Staff <br />worked on draft of the proposed policy. At the completion of the March 29th work session, the <br />City Council directed staff to bring forward to a Council meeting for formal adoption. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Draft Interim Policy for Proposed Land Use Changes <br />b) Draft Planning Commission Meeting Minutes dated April 7, 2005 <br />~;) Proposed Resolution adopting interim policy <br /> <br />Observations: <br /> <br />'l'he policy, as drafted, states the Comprehensive Plan Amendments will be reviewed at time of <br />preliminary plat consideration. This will allow for the Planning Commission and City Council <br />to make a more informed decision on the request since the needed information will be available <br />at time of preliminary plat. <br /> <br />Under thc draft policy, the following items will need to be reviewed at the time the Comprehensive Plan <br />Amendment is being considered unless the issues will be reviewed as part of the development process <br />through another study (i.e. an EAW as part of a subdivision proposal). <br /> <br />1. Thc proposed land use considers traffic levels and patterns. <br /> a. Traffic impacts of the proposal should be assessed for adjacent streets and affected <br /> collector streets. Impacts resulting in a safety hazard, increase in fire or police response <br /> time, or substantial increase in traffic congestion should be mitigated. <br /> b. Poteutial future travel corridors should be identified and preserved where feasible. <br /> <br />2~ ~l'he Com~n unity's expenditures for new or additional services required by the proposed land <br />usc will be recovered if the proposal goes forward. <br /> <br />3. t.;nvironmentally sensitive resources should be known, and as per section 9.21.01 of the city <br />code "development shall be so regulated as to minimize risk of environmental damage to these <br /> <br />4. Thc potential of the parcel containing a greenway corridor or open space area should be <br />reviewed and if present, appropriate preservation strategies shall be employed. <br /> <br /> <br />
