CASE #: ~ <br /> <br /> REQUEST FOR PRELIMINARY PLAT REVIEW FOR <br /> RAMSEY TOWN CENTER 5TH ADDITION <br />CASE OF CITY OF RAMSEY AND RAMSEY TOWN CENTER LLC <br />By: Patrick Trudgeon, AICP, Community Development Director <br /> <br />Background: <br /> <br />The City of Ramsey is proposing to resubdivide existing outlets of the Ramsey Town Center <br />Addition in order to facilitate the construction of the Ramsey Municipal Center and a parking <br />ramp. qbe plat will create two lots, two outlets and the right-of-way of Sapphire St. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br /> <br />c) <br /> <br />Site location map <br />Preliminary Plat submittal dated March 15, 2005 <br />Draft Planning Commission Meeting Minutes dated April 7, 2005 <br />City Staff' Review Letter dated April 1, 2005 <br />Proposed resolution <br /> <br />Notitication: <br /> <br />In accordance with City Code, property owners Within 700 feet were notified of the preliminary <br />plat. <br /> <br />Observations: <br /> <br />As part of the Master Development Agreement and the First Amendment to the Maste~ <br />Development Agreement, the City of Ramsey received land to construct a new City Hall and <br />Police Station (Ramsey Municipal Center) and a parking ramp. The City Council approved the <br />final site plan of the Ramsey Municipal Center on February 22, 2005 and authorized advertising <br />of bids for the construction the Center on March 22, 2005. The City Council also approved the <br />preliminary site plan of the parking ramp on March 8, 2005. In order to allow for the <br />construction of the buildings, the land which they will be built upon needs to be subdivided into a <br />buildable lot. <br /> <br />The plat will create two lots, two outlets and the right-of-way for Sapphire Street out of existing <br />outlets. Lot 1, which will contain the Ramsey Municipal Center and the parking ramp will be <br />5.323 acres in size. Lot 2, which will be developed as liner retail along Sunwood Drive, will be <br />0.364 acres. Outlet A, which is the possible location of a movie theater, is 2.203 acres in size. <br />Outlol B, the potential site fbr a community/fitness center is approximately 4 acres. The First <br />Amendment to the Master Development Agreement identified the area contained in Outlets A <br />and B as the "option propetnties" that the City can acquire to assist in the future development of <br />the properties. This plat just creates them as outlets to facilitate a future real estate transaction. <br /> <br />~>~pptm-c Street is being dedicated as a 60-foot public right-of-way. Sapphire street will connect <br />Stmwood Drive to Civic Center Drive and is an important connectiOn to the main entrance to the <br />parking ramp. Sapphire Street will be constructed as part of the Ramsey Municipal Center <br />construction. <br /> <br /> <br />
