The priwtte streets are all shown to be 24 feet wide and meet City requirements. The <br />development is providing 15 parking nodes along the private streets. <br /> <br />The proposed development is across from the "swoosh" park in the middle of the Town Center. <br />This park will provide a variety of pedestrian and recreational opportunities. The development is <br />showing several small nodes of open spaces, mostly between buildings. Two of the larger open <br />space areas will fi~nction as a rain garden to assist in stormwater quality. <br /> <br />Minor changes need to be made to the drainage, grading, and utility plans as noted in the Staff <br />Review [.otter. <br /> <br />Per the Master Development Agreement, the City and the Master Developer have negotiated a <br />Park and Trail Dedication Agreement. In accordance with the Park and Trail Dedication <br />Agrecment, there are no park dedication or trail development fees owed on this Ramsey Town <br />,~enter Addition. <br /> <br />A.s part of thc Town Center AUAR, a detailed traffic analysis was completed that anticipated the <br />type and size of development shown on the plat. The proposed development is consistent with <br />the traffic modeling system used as part of the AUAR analysis. Regional road improvements to <br />fhciIitatc the whole Rmnsey Town Center development have been agreed upon and have already <br />begun construction. This proposed development does not generate more traffic than was <br />anticipatcd. <br /> <br />Thc development is proposing two different attached housing styles (row house units and back to <br />back units). Elevations of the proposed buildings, identifying exterior treatment of materials and <br />color have been provided and found to be acceptable. The proposed units are similar to the units <br />approved in Ramsey Town Center 2nd Addition. <br /> <br />Thc landscaping plan has been reviewed. Overall the landscaping plan is good. However, as <br />noted in the Staff Review Letter dated April 15, 2005, the plan must be revised to incorporate <br />conitizrous plantings into the design and include planting specifications for both deciduous and <br />conilkrous trees and shrubs. <br /> <br />Thc Planning Commission reviewed the preliminary plat and preliminary site plan at their April <br />21, 2005 meeting. Staff will verbally report on their recommendation and comments at the <br />Council meeting. <br /> <br />Recommendation: <br /> <br />Staff' recommends that the preliminary plat and preliminary site plan of Ramsey Town Center 6th <br />Addition be approved subject to compliance with City Staff Review Letter dated April 15, 2005 <br />and PImming Commission comments from their April 21, 20.05 meeting <br /> <br />,~ty Council Action: <br /> <br />Moticm to adopt Resolution #05-04-__ approving the preliminary plat of Ramsey Town <br />Center 6ti' Addition subject to compliance with City Staff Review Letter dated April 15, 2005 and <br />Planning Commission comments from their April 21, 2005 meeting. <br /> <br />-and- <br /> <br /> <br />
