(',ity Administrator Norman explained this issue was on the agenda tonight to get input from the <br />Council as to whether staff should proceed in hiring consultants if they are stonewalled in trying <br />lo ~tcal with the Northstar Development Authority. However, they are receiving assurances from <br />Representative Nans Steffen that the City should take a good look at the model, which should be <br />public in I~)rmation. <br /> <br />2) Town Center Community/Fitness Center <br /> <br />(-'it5, Administrator Norman reviewed that at the March 29th work session the Council requested <br />more int'ormation about the community center process that took place in the late 1990's. He <br />distributed the feasibility study that was prepared and the citizen survey that was conducted, and <br />indicated lhe information will need to be updated. He explained the architectural firm hired at <br />that time was BWBR, which was the firm the city of Anoka preferred to work with. He advised <br />lhc City should be in the lead of what they want for this community center. There is a hotel <br />proposed across the street from Town Center, which may be the partner for the pool or water <br />park within the community center. It may be a different model than what has been done in other <br />cities recently. IIe would suggest working with an architect so the City can determine what the <br />make up should be before entering into dialogues with the hotel or interested athletic facilities. <br /> <br />Councihnembcr Elvig noted this information, as well as the market studies for Town Center, <br />could bc helpful to an architect. One question would be the cost of the architect. He indicated he <br />is anxious to know what I tealthQuest is considering. <br /> <br />City Administrator Norman replied he has had two meetings with HealthQuest, and they see <br />themselves as a part of a facility, but not the entire project. HealthQuest does not desire to lead <br />this process. <br /> <br />Thc consensus of the Council was to direct staff to obtain three RFP's from architectural firms, <br />and that the architectural firm that is chosen would be provided with the feasibility study and <br />citi×en survey obtained in the late 1990's. <br /> <br />Mayor Gamec suggested community center tours be set up for June. <br /> <br />Councilmcmber Jeffrey clarified the RFP's will be utilized to bring in an architect to assist the <br />City in building a concept plan that the City can utilize to put them in the lead of this project <br />when dealing with interested parties. <br /> <br />City Administrator Norman explained that at this time a feasibility study including dollar <br />amounts would bc completed. <br /> <br />3) Northstar Corridor - Ramsey Station and Commuter Bus <br /> <br />Moved up in thc agenda to precede Case No. 2. <br /> <br />City Council Work Session/April 5, 2005 <br /> Page 5 of 6 <br /> <br /> <br />
