FC CASE <br /> <br />AWARD BIDS FOR RIVER'S BEND AND SOLSTICE PARK'S IRRIGATION PROJECTS <br />By: Mark Boos, Parks/Utilities Supervisor and Chad Litke, Parks Intern <br /> <br />Background: <br /> <br />On July 24, 2001 City Council authorized staff to solicit bids for Rivers' Bend and <br />Solstice Park's irrigation systems. Subsequent to this approval, staff prepared plans and <br />specifications for the two projects. River's Bend is more complex and a larger project, so <br />therefore the formal bidding process was used. Solstice is smaller and more residential in <br />nature so written quotations were requested for this project. Both projects were <br />advertised in the Anoka County Union on September 14, 2001 and the September 21, <br />2001. In addition, complete plans and specs were provided to six irrigation contractors <br />and notification was sent to all irrigation companies listed in the local phone book. <br /> <br />Observations: <br /> <br />For Solstice Park, the irrigation contractor hired will provide all labor, materials and <br />coordination of subcontractors to complete the project. The work is expected to be <br />substantially complete this year. In the case of River's Bend, the irrigation contractor <br />should have their work done this fall as well. However, staff will also need to provide a <br />water supply from the pumphouse, to the Park's soccer field. It is unlikely that this <br />aspect of the project will be done before it tums cold. Quotes are being obtained for this <br />work. Both irrigation systems should be fully operational for the 2002 growing season. <br /> <br />On September 24, 2001, at 10:00 am, bids will be opened for both irrigation projects. <br />Staff will bring the bid tabulation and a recommendation to the Finance Committee <br />meeting. <br /> <br />Staff's cost estimate for Solstice Park's irrigation is between $13,000 and $15,000. The <br />2001 Capital Improvement Program was budgeted at $45,000. The balance of this <br />amount is intended for needed landscaping and enhancements to the entrance of the park. <br /> <br />Staff's cost estimate for the irrigation portion of the River's Bend project is between <br />$19,000 and $28,000. The total requested budget is $50,000. It is expected that all of the <br />balance of this figure will be needed for the mechanical, electrical and distribution system <br />to route the water down to the park. <br /> <br />Enclosed for your information is the irrigation plan for both parks. The specifications are <br />not attached because of volume. <br /> <br />Finance Committee Action: <br /> <br />Motion to recommend City Council approve a 2001 park improvement budget for <br />Solstice Park of $45,000 and Rivers Bend Park of $50,000; <br /> -and- <br /> <br /> <br />
