Recommendation:

The finance committee may want to consider ACE Solid Waste's proposal to enter into
another recycling contract or direct staff to obtain quotes from recycling haulers licensed
in the City. The quoting process could provide an open door for a few larger recycling
companies to come in and significantly under bid a competitive price in an attempt to
eliminate smaller home-town companies like ACE Solid Waste. However, the City does
have at their discretion the ability to award a contract to a company that meets the best
interests of the City. ACE Solid Waste moved to the City of Ramsey in the year 2000,
the Finance Committee might want to take into consideration the fact that ACE is a local
business that is proving to be a very viable business and may want to take measures to
promote a home-town business.

If the finance committee is so inclined to direct staff to request quotes from licensed
haulers in the City of Ramsey, an example of a proposal has been included. The City
Attorney is recommending that the City obtain quotes from licensed haulers.

The finance committee may want to revisit the policy of entering into a three-year
contract. Anoka County Integrated Waste has stated to Staff that City's can enter into a
residential curbside recycling contract with a maximum of a 5- year term. If the finance
committee is inclined to increase the number of term years of the recycling contract, Staff
will amend the current contract accordingly.

Committee Action:

Based on discussion.

Review Checklist:
City Attorney
Community Development Director
Finance Officer

CC:
Mike Berkopec, ACE Solid Waste

FC: 10.23.01
