Recommendation: <br /> <br />The finance committee may want to consider ACE Solid Waste's proposal to enter into <br />another recycling contract or direct staff to obtain quotes from recycling haulers licensed <br />in the City. The quoting process could provide an open door for a few larger recycling <br />companies to come in and significantly under bid a competitive price in an attempt to <br />eliminate smaller home-town companies like ACE Solid Waste. However, the City does <br />have at their discretion the ability to award a contract to a company that meets the best <br />interests of the City. ACE Solid Waste moved to the City of Ramsey in the year 2000, <br />the Finance Committee might want to take into consideration the fact that ACE is a local <br />business that is proving to be a very viable business and may want to take measures to <br />promote a home-town business. <br /> <br />If the finance committee is so inclined to direct staff to request quotes from licensed <br />haulers in the City of Ramsey, an example of a proposal has been included. The City <br />Attorney is recommending that the City obtain quotes from licensed haulers. <br /> <br />The finance committee may want to revisit the policy of entering into a three-year <br />contract. Anoka County Integrated Waste has stated to Staff that City's can enter into a <br />residential curbside recycling contract with a maximum of a 5- year term.
