FC CASE # <br /> <br />AUTHORIZATION TO PURCHASE BOAT, MOTOR AND TRAILER FOR THE <br />PURPOSES OF ESTABLISHING WATER AND ICE RESCUE <br /> By: Dean Kapler, Fire Chief <br /> <br />Background: <br /> <br />For several years Ramsey Fire Department has trained to provide shore based water <br />rescue. With two of Ramsey's borders being rivers along with numerous small lakes and <br />wetlands it is the Fire Departments opinion that Water Rescue is a service our community <br />will expect to receive in the case of an emergency. It should be noted that the Anoka <br />County Sheriff's Dept also has watercraft, Scuba Divers and misc. other equipment, but <br />with a response time to Ramsey of approximately 30-45 minutes or longer, the county's <br />service is most times in a recovery mode rather than rescue. <br /> <br />Contained in the 2001 budget is $5000 for the purchase of a Boat, Motor and Trailer to be <br />used for rescue situations beyond the reaches of shore based rescue equipment. Earlier <br />this year the Ramsey Lions donated 4 Survival Suits, Personal Floatation Devises <br />(PFD's) and Rescue Rope to the Ramsey Fire Department. Although this equipment was <br />received in anticipation of the boat, motor and trailer purchase, all can and will be <br />utilized for shore based rescue. <br /> <br />Fire Department staff obtained (on loan) a Zodiac inflatable boat from the military <br />surplus inventory program run by the MN DNR in Grand Rapids MN. The boat is a 1995 <br />model in good condition capable of holding up to 10 people. The boat is designed to be <br />used with up to a 40 hp motor. The cost to purchase the boat will be approximately $100. <br />A trailer designed to the specific needs of a Zodiac boat is priced between $1800-2000. A <br />25hp motor runs approximately $2500, although local suppliers could be contacted to <br />investigate possible savings as donations. <br /> <br />At the Public Safety Board meeting of October 25, 2001, the board unanimously voted to <br />recommend council authorize the purchase. <br /> <br />Funding: <br /> <br />Funding For the purchase of water rescue equipment would come from the 2001 capital <br />budget as approved. <br /> <br />Staff Recommendation: <br /> <br />Finance Committee to approve the purchase of a Zodiac boat, Motor and Trailer at a cost <br />not to exceed $5000. <br /> <br /> <br />
