<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-083 <br /> <br />RESOLUTION AUTHORIZING LETTER OF SUPPORT FOR RAMSEY <br />BOULEVARD/HIGHWAY 10 GRADE-SEPARATION IMPROVEMENTS REGIONAL <br />SOLICITATION APPLICATION <br /> <br />WHEREAS <br />, Ramsey Boulevard/CSAH 56 is an “A” minor arterial expander route that <br />provides an important north-south transportation connection in Anoka County; and, <br /> <br />WHEREAS, <br />existing and future traffic volumes on Highway 10 through the City of <br />Ramsey are such that safety and travel delay congestion will become a greater concern at the <br />existing at-grade intersection of Ramsey Boulevard/CSAH 56 and U.S. Highway 10; and, <br /> <br />WHEREAS <br />, existing and future train traffic volumes are such that safety will become a <br />greater concern at the existing at-grade Burlington Northern Santa Fe (BNSF) railway crossing <br />of Ramsey Boulevard/CSAH 56 north of U.S. Highway 10; and, <br /> <br />WHEREAS <br />, existing and future traffic volumes on Ramsey Boulevard/CSAH 56 are <br />such that travel delay congestion is and will continue to negatively impact the ability of the <br />corridor to move traffic; and, <br /> <br />WHEREAS <br />, in September, 2014, the Cities of Ramsey and Anoka, along with the <br />Minnesota Department of Transportation, Anoka County, and the Metropolitan Council, <br />completed the Highway 10 Access Planning Study, which indicated grade-separated crossings <br />of Ramsey Boulevard/CSAH 56 at U.S. Highway 10 and the BNSF railway crossing are <br />warranted; and, <br /> <br />WHEREAS <br />, on October 28, 2014, the City of Ramsey adopted the Highway 10 Access <br />Planning Study supporting the mutual goals and objectives to improve the operations and safety <br />of Highway 10 in balance with local community values; and, <br /> <br />WHEREAS <br />, Anoka County desires to submit an application to the Metropolitan <br />Council for Regional Solicitation funding for program years 2024 and 2025 to receive up to $10 <br />million in federal transportation funds to grade-separate Ramsey Boulevard/CSAH 56 from <br />Highway 10 and from the BNSF railway crossing. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1)That the City of Ramsey supports Anoka County in submitting a Regional Solicitation <br />funding application to the Metropolitan Council for $10 million in federal funding to <br />construct grade-separation improvements for Ramsey Boulevard/CSAH 56 at U.S. <br />Highway 10, and at the Burlington Northern Santa Fe railway crossing, through the <br />Strategic Capacity (Roadway Expansion) category. <br /> <br />
