<br />surrounding cities and Anoka County have made indefinite extensions. Councilmember <br />Heinrich stated that she agrees that she is more adept to declare the state of emergency in 30-day <br />increments as the action can easily be continued in the future. City Administrator Ulrich stated <br />that the indefinite extensions that have been made in adjacent communities have been linked to <br />the declaration of emergency by the State, so that when the State extends its state of emergency, <br />the City’s is extended as well. Councilmember Musgrove asked for clarification on the proposed <br />extension in the motion. City Administrator Ulrich clarified that the motion as stated included a <br />60-day extension, to June 13, 2020. <br /> <br />A roll call vote was performed by the City Administrator: <br /> <br />Mayor LeTourneau nay <br />Councilmember Riley nay <br />Councilmember Menth nay <br />Councilmember Heinrich nay <br />Councilmember Kuzma aye <br />Councilmember Specht aye <br />Councilmember Musgrove nay <br /> <br />Motion failed. <br /> <br />Motion by Councilmember Riley, seconded by Councilmember Heinrich, to Adopt Resolution <br />#20-076 Extending the Declaration of Emergency for the City of Ramsey, Minnesota, <br />Coronavirus Disease 2019 (COVID-19) as follows: <br /> <br />1.Under the authority given by Minnesota Statutes, Section 12.29, declares that the local <br />emergency previously ratified on March 19, 2020 within the City of Ramsey, effective <br />until April 14, 2020, be extended and effective through May 13, 2020, unless further <br />extended by or with the consent of the City Council pursuant to Minnesota Statutes, <br />Section 12.29, Subd. 1. <br /> <br />2.Directs the City Manager and Emergency Management Director to continue to coordinate <br />such actions and request such local, state and/or federal assistance as needed to protect <br />the lives and public and private property in the City of Ramsey and the recovery of the <br />City from impacts of this situation to the extent practicable and allowed by law, <br />ordinance and resolution. <br /> <br />3.Orders that this declaration be given prompt and general publicity and that it be filed <br />promptly by the City Clerk. <br /> <br />Further discussion: Councilmember Menth asked for input from staff. Fire Chief Kohner stated <br />that he would recommend extended the declaration indefinitely to be most efficient. <br />Councilmember Musgrove asked the value of this emergency declaration in regard to the <br />benefits the City would receive and how this differs from the Stay at Home Order. Fire Chief <br />Kohner explained that declaring a local state of emergency is completely separate from the Stay <br />at Home Order and is instead used for reimbursement for any expenses the City may incur during <br />the pandemic. He stated that this declaration of local emergency allows the City to have a <br />streamlined funding source for reimbursements and therefore would not want to close the <br />opportunity too soon, as the City could continue to incur costs into the future and not just during <br />City Council / April 14, 2020 <br />Page 9 of 15 <br /> <br />
