CC Work Session 2. 1.
Meeting Date: 05/12/2020
Information
Title:
Discuss Pavement Management Plan Funding Options
Purpose/Background:
In 2014, the Ramsey City Council adopted a Pavement Management Program that relied on assessments and
General Fund Revenue to support the effort. It was concluded that this method was the best approach at the time
and that the funding program would be re-evaluated after five years.
The purpose of this case is to discuss Pavement management Plan (PMP) funding options with the Council and to
determine a preferred option to fund road repair and maintenance over the next five years. The attached PowerPoint
presentation outlines the needs for a sustainable road maintenance program, the results of the past five year's worth
of projects, financial projections moving forward under the current plan, and the pros and cons of available funding
methods.
The University of Minnesota has submitted a recently completed study of local communities in regard to road
funding and those are attached for your information.
Timeframe:
Funding Source:
N/A
Responsible Party(ies):
Kurt Ulrich
Outcome:
Action based upon discussion and desired alternative(s).
Attachments
2020 RPM Funding
U of M RAMS Final Report
U of M Presentation
FF to Project Cost
Prop Tax vs FF
Draft Electric FF Ord
Draft Gas FF Ord
Form Review
