introduced the following resolution and moved for its adoption: <br />RESOLUTION #20-098 <br />RESOLUTION FINALIZING IMPLEMENTATION OF COVID-19 ASSISTIANCE <br />PLAN PHASE 1 <br />WHEREAS, Governor Walz has issued multiple Executive Orders that partially or fully <br />restrict the ability for some City of Ramsey business to operate; and <br />WHEREAS, On March 17, 2020, Executive Order 20-04, essentially created Enhanced <br />Social Distancing and closed restaurants, bars and taverns to dine in services, and other <br />retail/sports businesses, resulting the temporary closure for many Ramsey businesses. Sectors <br />identified in 20-04 have been impacted the longest and will continue to be impacted until June 1, <br />2020; and <br />WHEREAS, On April 8, 2020, Executive Order 20-33 further clarified essential/non <br />essential businesses and allowed some businesses previously restricted from operating to go back <br />to work (i.e. landscaping, ag repair support, etc.) but many still remain under restrictions; and <br />WHEREAS, the Ramsey EDA had a special meeting on April 7, 2020 to discuss the <br />impacts to Ramsey Businesses and recommendations were developed to help assist the hardest hit <br />sectors of the business community; <br />WHEREAS, the Ramsey City Council Adopted Resolution #20-077 authorizing Staff to <br />develop and implement Phase 1 of the Business Assistantance Program: <br />a. Waiver of 2020 On Sale Liquor License Renewal Fee (City Fees Only) <br />b. Waive Advertising Fees for Ramsey Resident for Ramsey Businesses <br />c. Waive Late Fees for Lease Payments on City owned properties <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br />1) Approve attached Criteria for Ramsey Resident 1/8 Page Ad Reimbursement Program <br />2) Approve attached Liquor License Renewal Wavier Program Policy <br />3) Authorize utilization of EDA Fund Balance to subsidize the EDA Marketing and <br />Professional Services Funds to fund Phase 1 of the Covid-19 Business Assistance Plan <br />as necessary. <br />
