Horton first phase included rain gardens
that thc Council approved, which would test the effect of rain gardens. Staff was informed the
plants in th. ese areas would be a water resistant material that could have the character of more of
a flowering type plant.

('ouncilmcmber Elvig noted the Council had discussed the rain gardens being of questionable
t:£Ibct. Tt~e determination had been to try some out, but not to adopt rain gardens as an overall
plan for the ']['own Center. Horton's first phase was
graded but does not have established plant growth yet.

(;ouncih-nember Elvig stressed the need for the City to monitor the rain gardens and their
effectiveness.

City Council/April 26, 2005
