At this time, staff is bringing forward <br />an amendment to the Town Center Zoning Code that will lower the minimum driveway length to <br />20 t~el.. <br /> <br />Community Development Director Trudgeon advised in addressing the need for guest parking, <br />~stafl' would like to point out that 20-foot driveways will still allow for a majority of the vehicles <br />[o be parked in that space. In addition, the City will still be able to require parking nodes <br />throughout the development as part of the site plan review. He explained given the proposed <br />amendment to the driveway length, staff has also found it necessary to make a change to the front <br />yard sclback requirements in the TC-4 Zoning District. Currently, code has a 0-20 foot front yard <br />:~etback, with allowances for up to a 30-foot setback in certain instances. Staff would like to <br />clean up code to make the language more clear. Staff is proposing to change the front yard <br />setback to 0-25 feet across the board, with the setback being measured from the front building <br />edge to either the sidewalk, edge of the right-of-way, or the back of curb, whichever is <br />~tppropriate. <br /> <br />('.ommunity Development Director Trudgeon stated staff is aware that this is an important issue, <br />amd would be happy to include this on a work session agenda if the Council would like more <br />discussion. The Planning Commission held a public hearing. One of the more radical ideas of <br />the Commission was to not require driveways at all and make the streets wider. While that <br />,~quggcstion might have some merit, staff would xvant to explore that carefully and check the <br />market, a~s people do like to have driveways. <br /> <br />Motion by Conncilmember Elvig, seconded by Councilmember Strommen, to table an <br />amendment to the Town Center Zoning District regarding driveway lengths and front yard <br />:-;ctbacks. <br /> <br />:Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Jeffrey, <br />()lson, and Pearson. Voting No: None. <br /> <br />?urther discussion: Mayor Gamec stated he visited other communities in areas with small <br />driveways, and restrictions in the homeowners association cuts down on problems. <br /> <br />Case #9: <br /> <br />Consider Indemnification Agreement with Shingobee Builders to Place <br />Storm Sewer through the BNSF Railroad Right of Way <br /> <br />Assistan't Public Works Director Olson explained the plans for stormwater improvements within <br />l(amsey Town Center include three pipe crossings of the Burlington Northern and Santa Fe <br />Railway (BNSF). The BNSF requires that any one entering onto or constructing facilities within <br />/ts property obtain a license for such work. At the present time two of these three stormwater <br />crossings have been installed. An indemnification agreement was executed in December of 2004 <br />be'twccn the City and Shingobee Builders, general contractors for Ramsey Town Center, in which <br />'ibc City ires agreed to obtain the necessary license and that Shingobee Builders will perform and <br />be responsible for the work. The proposed indemnification agreement would make Shingobee <br />responsible for this third crossing.
