Case #4: Public Hearing for 2005 Annual Street Maintenance Program

Mayor Gamec closed the regular portion of the City Council meeting at 7:25 p.m. in order to
condttct a public hearing.

Public Hearing

Mayor Gamec called the public hearing to order at 7:25 p.m.

Presentation

Assistant Public Works Director Olson stated the City has established the practice of applying
timely preventative maintenance to the 157 miles of bituminous street to preserve the streets.
'I'h¢ Street Supervisor prioritizes the streets that are in the timetable for pavement maintenance.
This year's Street Maintenance Program consists of eight individual projects addressing the
maintenance needs of 20.6 miles of streets. Eight projects involve crackfill/sealcoat projects
covering 13.6 miles of roadway. Three projects involve a 1-½ inch bituminous overlay, covering
7.0 miles. The total cost of all improvements are anticipated to be $655,028, of which $6,145
will come from developer escrow with the remaining funding divided equally between
assessments and the City general fund budget. Sealcoat project assessments range from $93 to
$254. The overlay projects have anticipated assessments that range between $787 and $934.The
project will include 20.6 miles of total streets that will be reconditioned; of which 7 miles is
bituminous overlay. There will be 13.6 miles of sealcoating.

City Engineer Jankowski reviewed the planned area and work scope of Projects 05-02 through
05~08.

Citizen Input

Dave Nansmeyer, 15010 Waco Street, noted the City Engineer had indicated an overlay was done
in his area in 2000. He explained Waco Street was not overlaid at that time and has not had an
overlay done in the 12 years he has lived there. He explained he will be working on his driveway
and would like to be sure it matches up with the street.

City Engineer Jankowski replied Waco Street is planned for a sealcoat this year.

Assistant Public Works Director Olson indicated it would be good to do the driveway before the
roadwork is done to be sure the joint is covered.

Brad Ruud, 15020 Hematite Street, Project 05-06, indicated he lives on a dead end road that
starts at 150th and heads north about 400 feet. It is not listed on the project, and he would not
want an addition to be added after the bids are let on the project.

City Engineer Jankowski replied all of this area is scheduled for an overlay. He will check this
after the hearing tonight.

City Council/March 8, 2005
