Mr. Peterson stated he felt a significant number of people would not buy in Traprock <br />because of noise pollution, which impacts the value of the properties. And, if someone was <br />trying to put a gun club into the neighborhood, it wouldn't be supported. <br /> <br />Mr. Pcterson stated he is a resident of Ramsey and wants to be a partner of the community to <br />create neighborhoods that are good for all and those who will live here. He introduced his <br />consultants who were in attendance and offered to answer questions. <br /> <br />Mayor Gamec stated traffic concern was raised and he agrees it is miserable but much of the <br />traffic is not Ramsey residents but those coming from farther out. He stated the City would like <br />to do some upgrading with Highway #47, Highway #10, the North Star Corridor and Rail. He <br />stated it is a case where the State Legislators need to do something. But, the problem with traffic <br />considerations is that unless there are a lot of accidents, they don't think there is a need. Mayor <br />Gamec stated Bunker Lake Boulevard has been upgraded from Armstrong Boulevard and it is <br />now carrying a lot of Elk River traffic. Mayor Gamec stated the Council has been aggressive and <br />progressive in looking at the Highway # 10 corridor and working with Anoka County. With the <br />level of police and fire services, which were mentioned, the City has put those services out to the <br />level that can be afforded. The Council has already looked at the growth level and found it has <br />always been stronger than forecast by the Metropolitan Council. He advised that the City has <br />looked at the need for staff and parks to accommodate growth and the Council has made a <br />commitment that if sewer and water goes by, the only people paying for it are those who are on it <br />or need it. The sewer fund is self-sustaining by those on sewer and water and they pay a large <br />cost for it. <br /> <br />Mayor Gamec referred to the Traprock covenants that were mentioned and asked if they had been <br />signed by all residents. <br /> <br />Mt'. Bob llamborg advised the covenants were signed by all but one property owner. <br /> <br />Mayor Gamec stated tree replacement was mentioned and the City does have a reforestation <br />stance. [te stated there is a lot of pressure for development because you can't make a living <br />farming in Ramsey. He noted those large acreage property owners are selling their land, some <br />fbr their retirement. <br /> <br />Mayor Gamec commented on the development that has occurred in spots that maybe should have <br />been done differently. But, development was considered as those property owners sold their <br />land. Another issue is what will happen when septic systems fail and need to be replaced. <br />Mayor Gamec stated he wanted to comment on some of the issues that were raised and explained <br />it is a very difficult time for Councils. He stated a moratorium was in place for a while but once <br />it was off; about 1,700 homes were constructed. He stated the Council looks at the City as a <br />whole, not just one part.
