ecological, what happens when animals ingest the shot, and not the same sort of deleterious <br />cfi'cci on young children as fi'om other lead fallout. <br /> <br />Councihnember Strommen stated they are pursuing the certificate of completion and asked if <br />there would be issues if approval is considered contingent upon receipt of the certificate of <br />completion. <br /> <br />Mr. Petcrson stated they think it is essential that they do have that certificate of completion prior <br /> conveying individual lots to individual homeowners. That is what they need. <br /> <br />Councilmember Strommen stated that is also her position, to have any consideration contingent <br />upon the certificate. She asked about the area where the paving company has been operating. <br /> <br />Mr. Otten stated they have taken shallow samples but not yet installed deeper monitoring. The <br />MPCA wants them to install ground water monitoring wells. <br /> <br />Councilmember Strommen asked if deeper borings would be conducted. <br /> <br />Mr. Ottcn answered in the affirmative. <br /> <br />Councilmember Strommen asked if the Comprehensive Plan amendment is going to be <br />considered first. <br /> <br />City Administrator Norman answered in the affirmative. <br /> <br />Councilmember Strommen stated her appreciation to Mr. Peterson for the way he worked with <br />thc City and been accommodating. She also thanked her fellow colleagues noting a discussion <br />was held during a work session about drafting guidelines to bridge the current Comprehensive <br />}'lan to thc future Comprehensive Plan. She stated her appreciation for those steps and revisions <br />to thc sewer and water hook up language. She stated she feels strongly about having a plan for <br />thc sewer and water extension, which is a major plan. She stated it is important for assuring the <br />City remains in fi'ont of the development. Councilmember Strommen stated she understands Mr. <br />I'eterson cannot be "put on hold" forever and Fall is a long time, but a plan is important and she <br />will vote no on the amendment. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Cook, to adopt Resolution <br />#05~03-084 Approving the Request and Authorizing Staff to Submit the Comprehensive Plan <br />Amendment to Metropolitan Council. <br /> <br />l~'urthcr discussion: Councilmember Jeffrey suggested the motion be contingent upon receipt of <br />thc ccrtil'1cate of completion.
