t IRA Executive Director Frolik noted that a traffic generation analysis will be done as part of the <br />IJ;nvironmental Assessment and suggested this consideration be delayed until that information is <br />available. <br /> <br />Councilmember Jeffrey stated that would address his concern. <br /> <br />Councilmember Strommen stated there is another option, noting the City is in the process of <br />drahing a Wetland Buffer Ordinance and it appears there are some areas along the wetland where <br />a wetland buffer could be captured. <br /> <br />Mr. Pcterson asked Derrick Passe to come forward to address that issue. <br /> <br />Mr. Derrick Passe, Passe Engineering, stated he has reviewed the draft Wetland Buffer <br />Ordinance and did look at the potential classifications of the wetlands. He stated that regulation <br />is met on all but one or two lots and they will endeavor to meet it on those lots as well. <br /> <br />Councilmember Cook stated they are also working on a greenway map and it will probably be <br />adopted by the time the final plat is considered. He asked the applicant to also address that <br />consideration. <br /> <br />Mr. Peterson stated they are aware of that consideration and talked with City staff to get more <br />ideas, t Ie stated they can find a way to allow animals to traverse the corridor and wild areas. <br /> <br />Mr. Bud Augst noted that sewer and water is being extended to this area so it is not an issue of <br />the fire truck having to go to the hydrant for water. He noted there are three entrances into that <br />ama and asked if it is more safe to have a fourth entrance or having all that traffic come through <br />this area. <br /> <br />Mayor Gamec stated that issue will be addressed when the traffic study is done. A public hearing <br />will also be held at the preliminary plat stage. He explained the developer will now create a <br />preliminary plat and meet the requirements. When the preliminary plat is considered, there may <br />be changes made including alignment. <br /> <br />Councilmc~nber Elvig stated he does not see a logical reason to connect Traprock but is willing <br />to wait until the study is completed. He stated it is his understanding that trails will be required <br />From this area to Alpine to connect with Central Park. He asked if a connection from Elmcrest <br />Park will also be required. <br /> <br />Assistant Public Works Director Olson explained that as part of the sewer extension, access <br />through the wetland would be needed. He stated it has long been a vision of the City to have a <br />connection from Central Park to Elmcrest Park. <br /> <br />Councihnember Elvig stated this property is in the center, abuts the most significant band of <br />grccnways, and a very important point of connection. <br /> <br />City Council / March 22, 2005 <br /> Page 22 of 38 <br /> <br /> <br />
