In addition, the City received a federal grant of $2.5 million to look at the Thurston on/off ramp <br />and $1 million for a bridge across the Mississippi River. Highway #10 has been mapped and <br />properties purchased to make it a feasible corridor. Councilmember Elvig stated the Council has <br />been extremely aggressive and successful in looking at highway corridors. <br /> <br />Mr. Bud Augst, 15700 Traprock Street, asked Councilmember Cook to define the ordinance on <br />transition buffer zones between one area and a new developing area. <br /> <br />Attorney Goodrich stated the Council is under no obligation to answer a question like this and <br />the Council is to receive resident comments at this time. <br /> <br />Mayor Gamec explained it is up to the City Council to consider several different options. He <br />stated it is not known at this time which will be considered with Traprock. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt Resolution #05- <br />03-085 Approving the Request and Authorizing Staff to Submit the Comprehensive Plan <br />Amendment to the Metropolitan Council. <br /> <br />Further discussion: Councilmember Strommen stated that her comments on the last case apply to <br />this case as well. <br /> <br />Motion carried. Absent: CouncilmemberOlson. <br /> <br />Case #6: <br /> <br />Request for Sketch Plan Review of Brookfield Addition; Case of Oakwood <br />Land Development <br /> <br />It was noted thc staff report for Case #6 was presented with Case #5. <br /> <br />Councihnember Elvig stated the saturation was 50 units per year and Mr. Peterson indicated that <br />was a good year of sales so this would take six to seven years to fill out. He asked if the build <br />out could occur towards the north so the abutting areas are developed last instead of first. <br /> <br />Mr. Petcrson stated he is being asked to hold certain lots for future phases. However, certain <br />neighbors are interested in also developing so they would be opposed to that option. <br /> <br />Case #7: Request for Sketch Plan Review of Pulte Homes <br /> <br />Councihnember Elvig stated he has a conflict of interest with this case but has a lot of experience <br />with Town Center and would not suggest to comment related to densities. However, he would <br />like to comment related to traffic flows. He stated he will abstain from the vote. <br /> <br />Community Development Director Trudgeon advised that the City is in receipt of a concept plan <br />lyf the development of 190 acres located north of Highway #10, west of Armstrong Boulevard, <br />and south of Alpine Drive.
