Community Development Director Trudgeon stated the City has tightened the ordinance related
to architectural regulations and the Town Center is meeting even higher standards than required.
I ic agrced this is a continuation of the Town Center.

Councihnember Elvig noted the BrightKeys Development across the road adopted the Town
Center slandards.

Community Development Director Trudgeon stated that while the standards were not officially
adopted, it was considered and, he felt, resulted in a nice project.

Mr. Lepper stated Pulte has gone through a transitioning stage to work on better product
development.

Council member Cook stated he likes connecting this into Town Center aesthetics and appreciates
looking at future road needs. He asked if this is the same drainage that comes from Lake Itasca
into Swoosh Park and if the flow will be improved so it becomes an amenity.

Community Development Director Trudgeon stated staff has talked about trail connections and
other amenities to that greenway corridor.

Councihnember Cook commented on the importance of trail connections and liners to create a
wetland feature instead of what it is today.

Mayor Gamec asked if they have discussed the proposed roadways with Anoka County.

Assistant Public Works Director Olson stated staff has talked with Anoka County and explained
the intention is that County Road # 116 would continue.

Councilmcmber Elvig stated his concern about where the intersections connect with County
Road # 116 and the park area. He asked what can be done with bridges over the parkway so it is a
continuous park area.

Assistant Public Works Director Olson stated staff has looked at that but it is difficult to mimic
what is at Town Center. He stated he would prefer the parkway concept but by the time you get
to thc major regional roadway improvement, they will be elevated and through the heart of a
commercial area.

Councihnember Elvig asked staff to further research the possibility of a bridge over the parkway.

Councihnember Pearson asked about the location of the wetlands.

Assistant Public Works Director Olson stated the wetland is farther to the north but the road does
cross one wetland.

City Council / March 22, 2005
