we should have argued it all the way. We are allowing the bully to push aside the rights
of the little guy. Your job is to protect our rights. It's no wonder we have so many
problems in the schools when our kids watch the bullies in business and government
dominate others in this fashion.

Finally, Our belief is that changes of this magnitude to the City's Comprehensive plan,
changes of this magnitude that impact this many citizens are not amendments they are re-
writes of the plan and are not allowed until 2008; they change the entire scope of the plan
and place residents of the city at risk to pay far more than necessary for sewer and water
because the plan is not being adhered to.

We cannot afford to allow this abandonment of the comprehensive plan to occur.

The scope of this plan provides for controlled development at a maximum of 200 single
family homes per year. Your approval of this amendment will state your willingness to
simply push sewer and water into the area proposed in this plan many years ahead of the
comprehensive plan schedule.

There is no error in the comprehensive plan, it was debated at length, it embodied a hard
won consensus, and now it is to be sacrificed for insider profit? Why not be fair instead?

We as citizens also plan our lives. None of us planed for city growth at this level. Nor
haw~ we had notice that the comprehensive plan could not be trusted because it would not
be honored.

Your vote opposing this amendment and your agreement to follow the sound existing
plan is just, and right for this city. It is right for you to do as council members. It would
be representing the citizens of Ramsey, and not representing a handful of rich connected
powerful men, who would make the comprehensive plan scrap paper, and our trust in it,
in buying our homes and in staying in the community, a betrayed and dishonored trust,
causing us loss and sorrow.
