The Metropolitan Council staff is also supportive of the City processing Comprehensive <br />['lan amendments to accommodate immediate requests for services and advised the City to <br />submit thc major Comprehensive Plan rewrite later this Fall when regional systems plans are <br />updated. <br /> <br />t IRA t';xecutive Director Frolik advised the developer is also requesting feedback and direction <br />related to the proposed sketch. <br /> <br />Mayor Gamec stated the Council has reviewed submitted letters, input from the Planning <br />Commission meeting, and comments given from residents. He asked that the following letters be <br />entered into the record: <br /> <br />Letter fi'om Kathy Oppel-Overtoom and James Overtoom dated March 5, 2005, urging <br />the Council to review the taped recording of the March 3, 2005 Planning Commission <br />meeting to see the concerns, reservations, and suggestions discussed. They also indicate <br />growth within residential areas of Ramsey is inevitable but their concern is that the <br />Comprehensive Plan does not address multiple development proposals offered and an <br />organized and detailed study of the Comprehensive Plan needs to be completed prior to <br />lhe requested amendment. <br /> <br />Letter from Carol Ellis dated March 10, 2005, citing five questions and indicating they do <br />not have a problem with growth and development but believe there are many questions <br />that appear backward rather than forward. They request the Council view the meeting <br />videotape of the March 3, 2005 Planning Commission meeting to hear the concerns of the <br />citizens and Commissioners and then respond with an honest clear conscious. <br /> <br />Nand written note from Michael Ellis indicating he believes the Comprehensive Plan <br />adopted in 2003 should be carried out and not amended. <br /> <br />Letter fi'om Jeanne Engels~neier dated March 17, 2005, indicating she moved to Ramsey <br />because of the life style and thinks it is wrong to lower the minimum on acres per <br />household. She is also concerned with three future expansions of housing due to impact <br />on the schools, road conditions, and traffic congestion. <br /> <br />Mayor Gamec stated the Council is aware of impacts related to traffic and would be looking at a <br />traffic impact study as has been done with other developments. Another concern is the school <br />whi ch Falls into the Anoka area but is hard to say because the price of housing sometimes dictates <br />thc age of children. He noted the enrollment at the Anoka High School is going down because of <br />thc Andover High School so there may not be much of an impact. Another concern relates to <br />environmental issues and contamination which will definitely be looked into.
