EDA BUSINESS <br /> <br />Case #1: <br /> <br />Discussion on the Plan for Highway #10 Corridor Draft Report, Facilitated <br />by Hoisington, Koegler Group, Inc. <br /> <br />Brad Scheib, Hoisington, Koegler Group, Inc., presented the EDA with the additional <br />information that was added to the Highway # 10 Corridor report. He explained that the additional <br />information laid out some very general development guidelines and included standards which <br />would help the City determine if a business would be financially beneficial to the City. The <br />guidelines would help the City with planning, but would not become a rule of law because of this <br />document. <br /> <br />Councilmember Anderson stated that a carpet store was built in the City and when the <br />development was presented to the Planning Commission it was presented as the entire building <br />being occupied by similar uses, but once the building was finished a liquor store was allowed to <br />go in. She inquired if there was anything that the City could do to encourage that similar <br />businesses go into a strip mall when appropriate. <br /> <br />Mr. Scheib replied that the City does not have the authority to determine the type of business that <br />can be put into the building. <br /> <br />Councilmember Zimmerman stated that the City can only apply zonings. <br /> <br />Councilmember Anderson replied that there has to be a way to encourage that type of <br />development. <br /> <br />Mr. Scheib replied that he would have to do more research on the issue. <br /> <br />Councilmember Zimmerman stated that the City needs to look at new businesses that meet <br />standards that would improve the image along Highway 10 and the City needs to have some <br />ordinances after the Highway #10 study is complete to back up the plan. <br /> <br />Chairperson Wagner stated that once this process is completed there should be some covenants <br />put on new developments and ordinances adopted to get the quality developments in the City. <br />He also stated that he would like to see a document laying the frontage road north of Ramsey <br />Boulevard and south of Sunfish Lake Boulevard to Anoka. <br /> <br />City Administrator Norman noted that the agreement with Hoisington Koegler was to only <br />complete a study between Sunfish Lake Boulevard and Ramsey Boulevard. <br /> <br />Chairperson Wagner stated that there should be some guidelines as to the layout of the frontage <br />road to assist staff when working with developments in those areas. <br /> <br />City Administrator Norman replied that the City could request a quote from Hoisington Koegler <br />to complete the study. <br /> <br />Economic Development Authority/January 8, 2001 <br /> Page 2 of 4 <br /> <br /> <br />
