Members thought the study was to only address the frontage road system, however, the study <br />went beyond frontage road issues and addressed land use issues. <br /> <br />Once the redevelopment study has been adopted, the Board would like to see guidelines put in <br />place for development in the area. <br /> <br />The case was tabled until the next meeting when staff will bring the study back for more in depth <br />review. <br /> <br />Case #2: Potential QCTV Relocation <br /> <br />QCTV lost some studio space and is looking to relocate in one of the quad cities. The City is <br />looking at a parcel for them to relocate to. <br /> <br />Councilmember Kurak was present and addressed the members. She is a member of the Cable <br />Commission and at their recent meeting they decided to build their own building rather than rent <br />space. They are now looking for a location and are not looking for gifting of land at this time. <br />QCTV would be a non-taxable property. <br /> <br />EDA action not required at this time. <br /> <br />Case #3: Industrial Development Projects <br /> <br />This case was tabled until the next meeting. <br /> <br />Members would like more information on the process of TIF. The consensus of the Board is that <br />the TIF Specialist should be attending the EDA meetings. <br /> <br />Two items members would like to discuss are: <br /> 1) How much assistance the City should give to potential new businesses. <br />2) If EDA should recommend that recipients of TIF money should be required to pay employees <br /> a minimum of $12.00 per hour rather than the current $10.00 per hour. <br /> <br />Members requested that a history of TIF projects and how incentives are given to business be on <br />a future agenda. <br /> <br />ADJOURNMENT <br /> <br />Motion by Member Zimrnerman, seconded by Member Riley, to adjourn the meeting. <br /> <br />Motion carried. Voting Yes: Chairperson Wagner, Zimmerman, Riley, and Anderson. Voting <br />No: None.
