Case #5: Alloy Recovery/KIH Erecting Negotiations Update

The EDA is reminded that during the meeting of August 20, 2001, the EDA had recommended
that the City Council direct the City Attorney to complete a purchase agreement with Alloy
Recovery's property to the west of the Public Works facility. The City Council authorized the
purchase agreement to be performed by the City Attorney during the Council meeting of
September 11, 2001. Staff has also been in contact with the adjacent property to the north,
currently owned by KIH Erecting. KIH Erecting has indicated an interest in selling the property
and staff has begun negotiations for the property. Staff will bring further information to the
EDA as the negotiations progress.

Case #6: Darkenwald Project Update

Staff discussed the property owned by Darkenwald, which is located immediately to the east of
the Elk River boundary, north of Highway #10. During the August EDA meeting, staff
discussed the possibility of a mechanical contracting company building a new facility on the
property. Staff has since learned that a second retail/warehouse operation is also interested in
building on the project site. The EDA had recommended that staff begin negotiations with the
adjacent property owner along Highway #10, however, the City Council agenda of September 11
did not allow consideration of the issue due to lateness of the hour. Staff would provide an
update when the City Council had considered the matter.

Case #7: EDA Meeting Date

The EDA discussed the scheduled day of the month meeting for the EDA. It was the consensus
of the EDA to keep the meeting the second Monday of each month. If the Planning Commission
were to preempt the location of the meeting, the EDA simply could move to the conference room
in the Fire Station or move to City Hall. The EDA also suggested that regular meetings could be
held in the City Hall building.

ADJOURNMENT

Motion by Scheiber, seconded by Riley to adjourn the meeting.

Motion carded.

The regular meeting of the EDA adjourned at 8:20 p.m.

Respectfully submitted,

trator

Economic Development Authority/September 17, 2001
Page 3 of 3
