Case #3: IRT and the Chies Property Acquisition <br /> <br />City Administrator Norman reviewed with the EDA Tom Sauter's interest in lots 2, 3, and four <br />for a potential commercial storage facility. IRT is interested in developing on the Chies <br />property, Morrel's Trucking Inc. property, and Superior Striping property. Chies property is the <br />immediate need for expansion of IRT's recycling operation. Staff reported that IRT has had <br />difficulty negotiating with the Chies property owners. <br /> <br />Motion by Member Riley, seconded by member Zimmerman to direct staff to begin negotiations <br />with the Chies for the IRT expansion project. <br /> <br />Motion carried. Voting Yes: Chairperson Wagner, Members Riley, Zimmerman, Anderson and <br />Scheiber. Voting No: None. Absent: Members Blaha and LeTourneau. <br /> <br />Case #4: Kenko Company Relocation <br /> <br />The City Administrator has been negotiating with Kenko Company to locate to property west of <br />the Public Works facility. The City would like to preserve Kenko Company's land they own <br />west of Armstrong Blvd. for future development that would compliment the possible towne <br />center east of Armstrong Blvd. <br /> <br />City Administrator Norman informed the EDA that the City will be receiving an interim use <br />permit from Kenko to locate their outside storage and temporary modular structure on the <br />property. <br /> <br />Motion by: Chairperson Wagner, seconded by member Scheiber to recommend that the Planning <br />Commission direct City Staff to continue to work with Kenko Company to locate to an alternate <br />site other than their property off of Armstrong Boulevard and consider the property west of Pubic <br />Works due to the development moratorium Kenko's property west of Armstrong Blvd. <br /> <br />Motion carried: Voting yes: Chairperson Wagner, Members Scheiber, Anderson, Zimmerman <br />and Riley. Voting No: none Absent: Members Blaha and LeTourneau. <br /> <br />Case #5: Highway #10 Frontage Road Acquisition <br /> <br />Staff discussed with the EDA, the concept plan for Highway #10 Corridor performed by HKGi, <br />which had been completed earlier in the year. The primary focus of the corridor plan is <br />development of a frontage road system on both sides of Highway #10. Staff discussed recent <br />negotiations with property owners and how those acquisitions related to a future frontage road <br />system. Staff noted that all the planning and acquisition discussions do not take into account <br />what source of revenues would be utilized to acquire all the property necessary to build a <br />frontage road system. Staff noted that one possible funding source could be an EDA levy, which <br />would be earmarked for frontage road system acquisition.
