Motion by Member John LeTourneau, Seconded by Member Riley, to elect Lydia Scheiber as
the 2002 Vice-Chairperson/Treasurer.

Motion carried. Voting Yes: Chairperson Ken Wagner, Members Anderson, Zimmerman,
LeTourneau and Riley. Voting No: None. Absent: Members Blaha and Scheiber.

Case #2: Tax Generation Comparison

During the EDA meeting of November 14, the EDA discussed tax generated by commercial and
industrial properties. During the meeting the City Administrator commented on the relationship
between the tax dollars generated by both commercial and industrial (C/I) property. It was stated
that commercial property generated less than double what industrial property generated.
Members of the EDA raised a question regarding the comparison between residential,
commercial, and industrial. Staff was directed to attempt to answer the inquiry.

A market value analysis was provided for the EDA review. Staff pointed out that the study
showed little difference between C/I and residential properties for smaller C/I with higher density
residential properties, however, showed significant differences in tax generation with residential
property in large lot rural areas of the City.

Councihnember Anderson stated that it would be interesting to see how the fiscal disparities
would come into play in the tax generation comparison between C/I and residential property.

Case #3: Information on the Highway #10 Presentation by MnDOT

On November 20, 2001, a presentation was made to the City by MnDOT and Howard Green, the
consulting firm hired by MnDOT, regarding the Highway #10 Corridor Study. After a brief
discussion by the EDA, it was the consensus to have the City decide what their position would be
regarding the alignment and direct development accordingly.

The EDA discussed the Highway #10 Study initiated by the EDA earlier in the year. It was
determined that the Highway # 10 Frontage Road Study, performed by HKGi, should be reviewed
and be updated according to the MnDOT Highway # 10 Corridor Plan.

ADJOURNMENT

Motion by Member LeToumeau, seconded by member Riley, to adjourn the meeting.

Motion carried. Voting Yes: Chairperson Wagner, Members Anderson, LeToumeau, Riley and
Zimmerman. Voting No: None. Absent: Members Blaha and Scheiber.

Economic Development Authority/
December 10, 2001
