Regular Planning Commission 5. 3. <br />Meeting Date: 06/04/2020 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title: <br />Receive Update on Proposed Site Plan for RGH Ramsey/Rob Hardy/Sunwood Retail <br />Purpose/Background: <br />The purpose of this case is to update the Planning Commission on an Economic Development Project that the City <br />has been working on with Rob Hardy (the "Applicant") since 2019. Specifically, Staff is simply communicating the <br />current concept plan that is included with a request to extend the Purchase Agreement. The City has seen great <br />value in looping in the Planning Commission on Purchase Agreements for City Owned Land in case there are any <br />red flags that can be caught before the City enters into a Real Estate Agreement. <br />The Planning Commission previously approved a Conditional Use Permit (CUP) for an oversized sign for these <br />three (3) properties (the "Subject Properties) on the corner of Sunwood Drive and Armstrong Blvd. The Applicant <br />has been working with City Staff to layout the Subject Properties and has sketched out the attached layout for <br />informal review. The site will require a formal Site Plan application if it moves forward, which will be routed <br />through the Planning Commission. <br />Notification: <br />No notification required. No formal site plan application at this time, this case is meant as an update only and to <br />provide the Planning Commission an opportunity to comment if they so choose. <br />Observations/Alternatives: <br />Summary and Zoning <br />The Subject Properties are located on the southeast corner of Sunwood Dr NW and Armstrong Blvd. They are the <br />entrance to the COR downtown area and are guided for commercial/retail. The Applicant has proposed three <br />buildings on these lots that would meet the intent of the COR district. The site plan appears to generally meet the <br />requirements of the COR design standards. <br />Proposed Uses <br />The proposal includes a convenience type use with fuel on the northern parcel, a traditional retail store on the <br />southwestern parcel, and a drive -through quasi -retail space on the southeast parcel. While no formal action is <br />required at this time, the Planning Commission may want to consider: <br />• Are these the types of uses that the Planning Commission and City envisions for these parcels? <br />• Are there any red flags that the Planning Commission sees on the high level sketch plan? <br />Consent Agenda <br />This case is meant as an update only and is on the consent agenda as there is no formal application at this time. The <br />consent agenda is meant as a tool for the Planning Commission to receive information or pass resolutions that do <br />not require discussion at the meeting. Any Commissioner can request that an item be pulled from the consent <br />agenda before the agenda is finalized for the evening. <br />Funding Source: <br />The Applicant is responsible for all costs associated with review. <br />
