REPORT ON ORCHARD HILLS PRELIMINARY PLAT TRAFFIC <br />GENERATION ANALYSIS AND PARK DEDICATION FEES: <br /> By: Megan Wald, Community Development Assistant <br /> <br />Case <br /> <br />Background: <br /> <br />On December 5, 2000, the Planning Commission recommended Site Plan and <br />Preliminary Plat approval of Orchard Hills Subdivision, a 42-unit townhouse <br />development generally located south of 153ra Avenue and east of Highway #47. The <br />Commissioners requested that the required traffic generation analysis report and the Park <br />and Recreation Commission recommendation on park dedication fees be presented to the <br />Planning Commissioners at the January Planning Commission meeting. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br /> <br />Traffic Generation Analysis <br />Park and Recreation Case dated December 14, 2000 <br /> <br />Observations: <br /> <br />Attached is the traffic generation analysis report preformed by Hakanson Anderson on <br />the impact Orchard Hills Subdivision will have on local streets. The analysis shows that <br />156 (63%) of the total 246 daily trips generated by this subdivision will be onto the <br />existing residential streets consisting o£ Barium and Cobalt streets in the Willow Ridge <br />subdivision. The remaining traffic is anticipated to be channeled to 153rd Ave., which is <br />a collector street. For more specific locations of traffic increases, exhibit B and C of the <br />attached report should be consulted. Within these exhibits traffic projections are given <br />(a) the total day (b) the peak morning hour, and (e) the peak evening hour. It should be <br />noted that the projections shown are only for increases in traffic generated by the <br />development. The analysis does not include the existing traffic levels on these streets, <br />however the current traffic on Barium and Cobalt Streets north and northwest of the <br />intersection of Barium and Cobalt are estimated to be less than 160 vehicles per day. <br /> <br />It should also be pointed out that having a local connection of the existing streets to 153rd <br />Ave. will cause a decrease in current' traffic of perhaps 40 vehicles per day south and <br />west of the intersection of Cobalt and Barium Street. This would be due to the existing <br />neighborhood trips primarily to the north. <br /> <br />The Park and Recreation Commission meet on Thursday, December 14, 2000 to review <br />the Orchard Hills Preliminary Plat. The Commission is recommending that the City <br />receive a cash payment in the amount of $54,600 dollars ($1,300 x 42-units) to satisfy <br />park dedication requirements. The Park and Recreation Commission feels that since <br />there are several parks in the area including Solstice, Woodland Green, River's Bend <br /> <br /> <br />
