Motion carried. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Shepherd, Brauer,
Levine, and Watson. Voting No: None. Absent: Commissioner Johnson.

CITY COUNCIL MINUTES

1) .City Council Regular Meeting Minutes dated February 22, 2005.

The City Council minutes were noted.

PUBLIC HEARINGS/COMMISSION BUSINESS

Case/ti

Public Hearing - Request for an Interim Use Permit; Case of Robert Guzzo

Presentation

Assistant Community Development Director Frolik advised the City has received an application
from Robert Guzzo, who resides at 6160 Green Valley Road NW, requesting an Interim Use
Permit to operate a sign business in a detached accessory structure on his property. She stated
Mr.' Guzzo's parcel is roughly 8.34 acres in size and thus would be eligible to apply for a home
occupation permit but would be limited to a maximum of two non-resident employees. Mr.
Guzzo's two partners do count as non-resident employees, and therefore he has exceeded the
restrictions for a home occupation permit.

Assistant Community Development Director Frolik explained that in'lieu of this, Mr. Guzzo has
applied for an Interim Use Permit to continue to operate the sign business for a maximum of five
years, with the hope that prior to that time, the business flourishes enough to move into a
commercial site.

PublicHearing

Chairperson Nixt opened the public hearing at 7.'08 p.m'.'

Mike Villeneuve, 6230 177th Lane NW stated he had a couple of concerns. He indicated Green
Valley Greenhouse is already on this road with lots of workers and trucks going down it, and
there is hauling of gravel that takes place next to the greenhouse. He stated this business is
adding to that traffic. He indicated he was concerned about more traffic and trucks increasing the
accidents that already take place on that road. He noted that if Mr. Guzzo had been up front prior
to construction of his pole barn and asked for a variance it would be different, but he built it and
then asked permission later. He stated he does. not feel this is the place for a sign business,
noting Ramsey has industrial parks where this could be located.

Barb Berkley, 17540 St. Francis Boulevard indicated she lives east of the applicant. She stated
she bought her property because it was a rural area, and is great for her horses, which she wanted
in a residential area rather than a commercial area. She indicated there is a lot of traffic in.and
out of the property, and she sees a lot of work being done. She stated there is one neighbor who

72

Planning Commission/April 7, 2005
