indicated the site plan was tabled until April 7, 2005 in order to review architectural elevations
and details fbr the proposed development.

Assistant Community Development Director Frolik advised that none of the proposed townhouse
units meet the brick requirements, however all do include additional colors, and architectural
elements, meeting the exception criteria. She stated the Town Center Development Guidelines
also require 35% brick on units in the TC-4a area, though there is a similar exception process.
She indicated Staff would recommend the Planning Commission consider ~-equiring additional
brick on the units directly fronting on Bunker Lake Boulevard.

['}ill Dommer, BrightKeys, Inc. stated they agree to bring the units on Bunker Lake Boulevard up ·
to the 35% brick requirement.

Motit~n by Commissioner Brauer, seconded by Commissioner Van Scoy to recommend approval
of the site plan of Town Center Gardens 3~a Addition with'the recommendation that the units on
Bunker Lake Boulevard meet the 35% brick requirements.

Commissioner Van Scoy stated he wonders how it will look with brick along the Bunker Lake
Boulevard units, but different from the rest.

Mr. Dommer stated they deliberately planned a mix of units so they do not achieve the cookie
cutter look. }-le indicated there are some components that tie all the units together, such as arbor
dements, brick, and stone. He stated there are three builders involved; Pulte Homes, Generation
Homes and BrigbtKeys. He believes the areas will tie together nicely without being exactly the
same throughout the area.

Chairperson Nixt noted that north of Unit 16 it does not appear that the sidewalk connects the
castYwcst street with the north/south street in the same section.

Mr. Dommer indicated that is a mistake, and it will be connected. He stated the idea is to. funnel
traf¥ic to that sidewalk. .

Commissioner Watson stated they 'had talked about a walkable overpass to the Town Center,
which is clearly not shown.

City Engineer Linton stated there is a dollar value attached to a bridge. He noted the intersection
just west of this will be signalized, and is part of the Bunker Lake Boulevard improvements
slated lbr 2007.

Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Van Scoy, Levine,
Shepherd, and Watson. Voting No: None. Absent: Commissioner Johnson.

Case #5

Public Hearing - Request for Preliminary Plat and Site Plan Approval of
Rum River Estates; Case of National Growth, LLC

Planning Commission/April 7, 2005

P9
